Director (Corporate Operations & Development)

This role provides strategic leadership and operational stewardship across Care Corner's core corporate functions. The role ensures that the organisation's governance, systems, operational infrastructure, and enabling capabilities are robust, well-integrated, and future ready.


Overseeing corporate operations, governance-related functions, data management and technology operations, as well as service development and innovation, this role strengthens the foundations that support organisational excellence while enabling new approaches that advance Care Corner's mission and long-term impact.


This is a senior-level position that reports to the Chief Executive Officer, and you will be leading functional teams involved in the following areas of work:
1. Governance & Corporate Administration
2. IT Ops and Data Protection
3. Data and Ops Technology
4. Service Development & Innovation

Role & Responsibilities:

1. Corporate Administration

  • Provide strategic leadership for Care Corner's corporate administration ecosystem, ensuring operational functions are integrated, efficient, and aligned with organisational priorities.
  • Oversee organisational infrastructure, facilities, procurement, and administrative systems to support effective service delivery across all Service Groups.
  • Strengthen operational systems and processes so that the organisation remains scalable, resilient, and future-ready.

2. Governance, Risk & Compliance

  • Provide leadership in strengthening Care Corner's governance environment, ensuring compliance with relevant regulatory requirements and sector governance frameworks (e.g. Charity Code of Governance, PDPA, safety and facilities regulations).
  • Oversee organisation-wide risk management and internal control frameworks to safeguard the organisation's integrity and sustainability.
  • Work closely with the CEO, Senior Management Team, and Board committees to uphold strong accountability, transparency, and stewardship.

3. IT Operations & Data Protection

  • Provide strategic oversight of IT operations to ensure that Care Corner's technology environment is secure, reliable, and fit for purpose.
  • Oversee IT infrastructure, core systems, cybersecurity, and business continuity to support stable and effective operations.
  • Ensure strong data protection, privacy, and information governance in compliance with PDPA and other applicable regulatory requirements.

4. Data & Operations Technology

  • Champion the use of data, analytics, and systems thinking to strengthen organisational performance and decision-making.
  • Advance the use of operations technology, automation, and digital tools to improve operational efficiency and service integration.
  • Partner IT and data leaders to ensure technology and data practices effectively support frontline services while maintaining strong information governance.

5. Service Development & Innovation

  • Support the conceptualisation and operationalisation of new service models, pilots, and strategic partnerships.
  • Work with Service Group Directors and Corporate Functions to ensure initiatives are operationally viable, scalable, and aligned with organisational strategy.
  • Strengthen organisational capabilities to adapt, innovate, and respond to emerging community needs.

6. Executive Leadership of Corporate Operations & Development

  • Provide executive leadership to the teams within Corporate Operations & Development, ensuring strategic clarity, strong performance, and healthy team culture.
  • Develop and support capable leaders across the respective functions, holding teams accountable for outcomes and organisational impact.
  • Ensure appropriate structures, resourcing, planning, budgeting, and governance processes are in place to support effective execution.

7. Serve as a member of the Senior Management Team (SMT)

  • Serve as an active member of the Senior Management Team (SMT) in vision casting, strategic planning and stewarding the health & effectiveness of the organisation.
  • Actively participate in and contribute to SMT meetings and other SMT activities.
  • Provide reports on Corp Ops and Development to the SMT, the Board, and other partners and stakeholders as required.
  • Serve as a representative of Care Corner to our stakeholders and partners, and where appropriate, lead or participate in internal or external working groups, task forces, panels and/or committees.

Requirements:

  • Should have about 8-10 years of experience in a Managerial capacity and preferably 3-5 years in social service sector, managing and leading large teams.
  • Demonstrated experience in service leadership and effective strategic thinking and decision-making capabilities in current or previous roles.
  • Able to influence and develop rapport with ease across a broad range of stakeholders (public, private and third sector) and communicate with clarity, conviction and confidence.
  • Able to engage stakeholders with corporate and community partners, fostering trust and alignment.
  • Create a learning environment that ensures people development and career growth.
