We are looking for a motivated and detail-oriented individual to join our Digital Programme Centres as a Digital Procurement Executive. In this role, you will support the procurement of IT-related goods and services that powers Singapore's defence and security technology initiatives.
You will work closely with internal stakeholders and external vendors to manage end-to-end procurement processes, from sourcing and evaluation to contracting and supplier performance, while ensuring compliance with relevant policies and regulations, including export control requirements for restricted items.
Key Responsibilities
- Manage the full procurement lifecycle, including supplier sourcing, quotation or tender evaluation, goods receipt and supplier performance monitoring.
- Support contract administration, including handling export license applications and ensuring compliance with regulatory and internal requirements.
- Ensure all procurement activities are carried out in a timely, compliant and cost-effective manner.
- Assist internal teams with their procurement activities and queries.
- Collaborate with stakeholders to understand project needs and develop sourcing strategies that align with project timeline and budgets.
- Liaise with suppliers to ensure accurate and timely delivery of goods, services, and supporting documentation.
- Maintain and review procurement records to assess the effectiveness of work processes and procedures.
- Support the use and adoption of e-procurement systems and digital tools to enhance efficiency.
- Diploma in any discipline.
- Knowledge of procurement, business, finance or supply chain operations will be an advantage.
- Prior experience in government or regulated procurement environments (e.g. export controls, compliance) is a plus.
- Experience using government procurement platforms (e.g. GeBiz) and enterprise systems (e.g. SAP) will be an advantage.
- Strong interpersonal and communication skills to work effectively with cross-functional teams and external vendors.
- Detailed-oriented, organised and comfortable working with numbers and documentation.
- A strong team player who can work independently in a fast-paced environment.
- Willingness to support operational and administrative tasks as needed, and to collaborate with the larger administrative team on ad-hoc assignments delegated by management.
