CONTEXT OF THE JOB

The Treasury desk is responsible for the group's cash and liquidity management, execution of Treasury products (e.g. FX/MM), collateral and exchange margin management, balance sheet optimisation and network management of Treasury counterparties. In addition, the team is responsible for a continuous assessment of the optimal balance between risks (mainly liquidity risk) against interest P&L. ABN AMRO Clearing Bank N.V., Singapore branch (AACBS) is the regional funding hub, and therefore responsible for the Treasury activities throughout the Asia Pacific region.

Since the scope of the activities performed by the desk is considered relatively broad, we are looking for an intelligent self-starter who will possess extensive cash management and direct CLS membership experience. The candidate should be capable and willing to quickly learn all the other aspects in the ever-changing Treasury space, including but not limited to FX execution. The team accomplishes their broad tasks by constant rotation of responsibilities and knowledge-sharing.

This job entails working closely with internal/external clients and bank/central counterparties. External clients include those active on the Asia Pacific markets e.g. professional traders, market makers, banks, brokers and hedge funds. Central counterparties include SGX etc. Internal clients include subsidiaries, colleagues in the clearing/settlement departments and finance department.

KEY DUTIES AND RESPONSIBILITIES

1) Management & Planning:

  • Candidate will be responsible for the management of the staff of the cash management desk. Responsibilities include:
  • Direct hierarchical responsibility of five team members.
  • Goals &target setting as well as following up and giving feedback on progress.
  • Pro-actively support of junior team members with the goal to prepare these members for future growth and broader responsibilities.
  • Motivation, encouragement and giving the right example are key.

2) Cash and Liquidity Management, which includes:

  • Accurate forecasting and timely management of cash flows between AACBS and Head office, subsidiaries (Hong Kong, Tokyo and Sydney), exchanges (SGX), brokers in various countries and banking counterparties, while keeping the P&L aspect in mind.
  • Management of intraday and overnight liquidity buffers to guarantee AACBS time critical payments to e.g. exchanges etc, while adhering to regulatory/risk limits.
  • Perform Cash and liquidity management on behalf of the Sydney subsidiary during Australia hours (i.e. from 7AM, job rotation within team).
  • Perform Cash and liquidity management on behalf of the parent company in the APAC region and time zone.
  • CLS payments, cashflow and liquidity management are an integral part of the role.

3) Execution of Treasury Products:

  • Candidate will directly face clients and both internal and street-side counterparties.
  • The Treasury desk is the regional contact point for clients. The job requires the handling of client's FX and term loan requests by trading back-to-back with a suitable counterparty.
  • AACBS same-day-value financing requirements require to be met by execution of borrowing/swapping assets in the most efficient way, keeping mandate, P&L and balance sheet implications in mind.
  • Assist in maintaining an optimal High Quality Liquid Asset book for Basel III purposes.

4) Other Responsibilities:

  • Managing the collateral positions with exchanges and counterparties in the most efficient way
  • Take the lead in the CLS project from APAC point of view.
  • Identify and implement changes/automation to improve processes to achieve higher accuracy, efficiency, quality and profitability.
  • Assist to optimize the balance sheet composition to reduce liquidity and capital costs
  • Assist in managing street-side relationships.
  • Lead setting of interest rates.
  • Lead interest P&L analysis.
  • Lead/assist/initiate projects.
  • Act within the applicable policies, risk limits and regulatory boundaries at all times.

REQUIRED KNOWLEDGE AND EXPERIENCE

  • Bachelor's degree in related field is required.
  • Post graduate study in related field is a strong benefit.
  • Minimum 8 years of working experience in banking.
  • Possess cash management experience in banking.
  • Direct CLS membership experience.
  • Knowledge about investment products (equity and derivatives) is a strong benefit.
  • Good understanding of Excel (VBA) and Python or other programming tools is a benefit.
  • Managerial experience.
  • Good understanding of the regulatory landscape.
  • Financial Markets Regulatory & Practice (FMRP) certification is a benefit.
  • MAS753 Dealing In Capital Markets Products that are: 1) Over-The- Counter Derivatives Contracts and 2) Spot Foreign Exchange Contracts for the Purposes of Leveraged Foreign Exchange Trading certification is a benefit.
