Job Description

Job Summary

Lead and coordinate multi-disciplinary EPC projects by driving business development, proposal preparation, engineering management, client relations, HSE and quality compliance, procurement, construction planning, training, and resource optimization to deliver projects on time, within budget, and to client satisfaction.

Responsibilities

  • Identify potential end users and assess their work requirements to involve REI in proposals
  • Implement new proposals based on work constructability and coordinate with Business Development Department (BDD) on scope and execution details
  • Provide strategic inputs and standardized project working slides to the Business Development Team
  • Evaluate ITB documents to strategize RFQ and price schedules, coordinating with proposal and tender teams for clear submission strategies
  • Lead technical proposal preparation aligned with end user requirements and standardize technical proposal documents
  • Review engineering schedules, deliverables, and technical specifications to ensure compliance with Singapore standards and manage cost impacts through Variation Order Requests
  • Organize weekly engineering meetings and monitor inter-discipline checks and engineering deliverables
  • Lead client meetings, monitor project schedules and delay logs, resolve holding points, and maintain strong client relationships focused on quality and competence
  • Participate in client weekly HSE walkdowns, promote safety improvements, monitor incident reporting, and ensure adherence to corporate HSE policies
  • Monitor rework strategies, training compliance, and quality assurance activities, coordinating with corporate QA/QC teams and arranging relevant third-party training
  • Attend procurement meetings, track material deliveries, pre-qualify vendors, coordinate vendor approvals, and support commercial negotiations ensuring technical clarity before issuing purchase orders
  • Coordinate construction planning and execution with client teams, lead weekly construction meetings, analyze progress using smart construction tools, and monitor project deliverables and S-curve performance
  • Verify training hours, identify relevant training for crew and lead men, conduct training on smart construction progress, and provide input to corporate training departments
  • Monitor construction equipment usage and registration, optimize equipment sharing across projects, and align usage with project budgets and requirements
  • Monitor manpower loading and productivity indices through project planners and smart tools, conduct team briefings and brainstorming sessions to improve resource utilization
  • Prepare and verify monthly progress and daily reports for management and clients, document lessons learned, monitor QHSE records, cash flow, commitment reports, and review finance reports to understand company status
  • Manage multiple EPC projects to achieve timely completion, optimize manpower sharing.

Preferred competencies and qualifications

  • Degree or Diploma in Engineering, Mechanical, Construction Management, or equivalent (stated as Preferably Degree/Diploma in Engineering or Mechanical, construction management or equivalent)
  • 5 to 10 years of construction experience in EPCM or EPCC sectors (Preferably 5-10 years experience in construction experience in EPCM, EPCC sector)
  • Proven track record of successful project completion on time and budget or exceeding expectations
  • Demonstrated leadership skills managing large or multiple construction projects
  • Computer literacy in MS Office Word, Excel, and PowerPoint (Preferably computer literate in MS Office Word, Excel and PowerPoint)
  • 3 to 5 years of management experience (Preferably 3 to 5 years of management experience)
  • Positive attitude with good interpersonal skills
  • Ability to work effectively in a dynamic and fast-paced environment
