Role Purpose
The Deputy Home Manager (Operations) supports the Home Manager in overseeing day-to-day residential care operations, ensuring that residents receive high-quality care in accordance with MSF requirements and MTFA's Gold Standard of Care. The role focuses on welfare staff supervision, daily deployment, and operational coordination to maintain a safe, structured, and nurturing environment for all residents.
Key Responsibilities
Staff Management & Supervision
- Forecast weekly and monthly work shift schedules for Welfare Officers (WOs).
- Manage daily staff movement, including annual leave, training schedules, and off-in-lieu arrangements.
- Plan daily deployment and duty rosters for Welfare Officers.
- Conduct daily supervision checks on WOs engagements with residents to ensure quality interactions.
- Recommend suitable training and development programs for WOs.
Resident Care & Welfare
- Raise timely incident and discipline reports, keeping the Home Manager, Assistant Director, and CEO informed.
- Ensure adherence to MTFA SOPs on Staff-Child Interactions and Management of Children.
- Conduct weekly circle time with WOs to gather feedback on operational matters.
- Assist Education Officer in implementing daily academic schedules.
- Ensure all religious sessions are carried out in a timely manner.
- Attend regular Individual Care Plan (ICP) meetings to provide feedback on resident matters.
- Ensure compliance with MSF care requirements and internal quality standards.
- Oversee deployment of volunteer child minders with adequate WO supervision.
Job Requirements
Minimum Qualifications:
- Diploma or Degree in Social Work, Psychology, Counselling, Early Childhood, Social Services, Business Administration, or related field.
- At least 5 years relevant experience in social service, residential care, or related operational/administrative management roles.
Preferred Experience:
- Supervisory experience in managing teams in a residential care setting.
- Knowledge of MSF regulations, child protection policies, and residential care standards.
- Experience in program management, facilities management, or audit compliance (depending on role).
Additional Requirements:
- Strong interpersonal skills and ability to work with diverse teams.
- Proficiency in Microsoft Office and operational management systems.
- Ability to work flexible hours, including weekends and public holidays when required.
