[What the role is]

As the Head of the Planning & Governance Branch, you will serve as the department's central lead for organizational framework development and international compliance research. You will lead the establishment of Integrated Management Systems (IMS) and governance structures necessary to support long-term feasibility studies.

You will translate complex, multi-branch activities into an integrated programme view, enabling senior leadership and policymakers to understand progress, risks, trade-offs, and readiness at different milestones.

  • Leadership & Management Scope
  • Framework Design: Lead the design and implementation of an Integrated Management System (IMS) based on international benchmarks (e.g., IAEA GSR Part 2), ensuring that quality, safety, and economic elements are synthesized into a single organizational framework.
  • Operational Excellence: Establish internal decision-making protocols and quality assurance processes essential for managing high-complexity technical projects.
  • Capability Building: Lead the professional development of the branch, ensuring the team is equipped with the specialized expertise required to navigate international regulatory landscapes and complex project governance.
  • Financial Governance & Commercial Readiness
  • Economic Modeling: Direct the analysis of financial governance frameworks and long-term funding models for complex infrastructure, including cost-benefit studies and lifecycle economic assessments.
  • Commercial Strategy Research: Lead the study of international contracting models and procurement strategies to understand risk-sharing and vendor accountability in high-tech industries.
  • Budgetary Oversight: Manage branch-level resources and fiscal discipline to ensure transparent and efficient program management.
  • Regulatory Readiness & Licensing Roadmap
  • Readiness Roadmaps: Lead the development of comprehensive roadmaps to identify the legislative and institutional requirements for aligning with international nuclear energy benchmarks.
  • Gap Analysis: Coordinate research into global regulatory frameworks to identify potential enhancements required for local institutional readiness.
  • International Compliance: Maintain institutional expertise on international laws, treaties, and safeguards requirements, ensuring the organization remains an informed participant in global nuclear governance forums.
  • Programme Controls & Scheduling
  • Programme Governance Structures: Direct the development and maintenance of programme governance structures, including stage gates, baselines, change control, reporting, and escalation mechanisms.
  • Strategic Reporting: Provide consolidated reporting on research progress, technical risks, and resource requirements to support senior leadership in long-term strategic planning.
  • Risk Management: Oversee the high-level risk register, focusing on systemic dependencies that may impact national readiness or future policy decisions.

[What we are looking for]


  • Bachelor's or Master's degree in Engineering, Economics, Public Policy, or Business Administration or other related qualification is preferred.
  • 10–15 years of relevant working experience in large-scale infrastructure project management, PMO leadership, or corporate governance.
  • Prior exposure to nuclear, energy, or safety-critical programmes / industries would be a strong advantage.
  • Quality, Environment, Health, and Safety (QEHS) System Management and Design for Safety (DfS) experience would be an advantage
  • Deep familiarity with IAEA Milestones, ISO 9001/14001/45001, or GSR Part 2 management standards.
  • Strong system integration and programme governance capability, with the ability to manage complexity across organisational boundaries.
  • Strong grasp of project finance, cost control, and the commercial complexities of mega-projects.
  • Excellent written and verbal communication skills, including engagement with senior leadership and public-sector stakeholders, presenting complex governance and program information to senior government officials.
  • Openness to being stationed overseas for an extended period (3 months –2 years) for specialised attachments to international regulatory or program management bodies.
