Deputy Director of Procurement

What the Role Is
You will oversee and lead the procurement operations department specialising in construction, building infrastructure, facilities management, and sustainability procurement. The role includes providing strategic direction in construction procurement, formulating and implementing internal control policies and guidelines to ensure good corporate governance and compliance. You will also play a key role in driving process review and re-engineering, system implementation, and other ad-hoc projects as part of continuous improvement.

What You Will Be Working On

• Lead a team of procurement officers to develop category strategies and governance frameworks, drive strategic sourcing, and optimise procurement expenditure.
• Provide direction for the team to proactively engage users, identify procurement levers such as aggregations, and facilitate dialogue within the procurement community and stakeholders.
• Act as a procurement business partner by advising business units on their procurement needs.
• Lead initiatives to establish robust construction procurement and contract management practices.
• Review tender/quotation documents to ensure compliance with the Instruction Manual (IM) on Procurement, statutory requirements, and BCA's procurement guidelines, while optimising spending.
• Oversee the review of post-award contract documents to ensure proper contract management and governance.
• Drive enhancements to procurement processes, systems, and governance frameworks to optimise operational efficiency.

What We Are Looking For

• At least 15 years of experience in government procurement, with a minimum of 5 years in a management role in the construction, building, or facilities management sector.
• Familiarity with the Instruction Manual (IM) on Procurement, GeBIZ system, and GeBIZ Management Console (GMC).
• As part of the shortlisting process, you may be required to complete a medical declaration and/or undergo further assessment.
