Pioneering workers rights since 1961, the National Trades Union Congress (NTUC) unites 58 trade unions, 6 affiliated associations, 7 enterprises and other enterprise partners as we create better lives for workers here in Singapore.

The Role

The NTUC Foundation is the Labour Movement's Do Good anchor to uplift lives and enable better futures. Reporting to the Executive Director, the Deputy Director plays a pivotal role in leading cross-functional teams, executing strategic initiatives, strengthening partnerships, and overseeing operational performance. The incumbent will serve as the bridge between policy intent and on-the-ground development and execution of programmes that deliver social good.

1. Strategic Programme Development and Management

  • Spearhead the design, development, and implementation of strategic programmes and support schemes.
  • Ensure all initiatives meet organisational policy intents, governance requirements, and deliver measurable outcomes.
  • Monitor emerging societal, economic, and labour trends, translating these into actionable operational strategies.

2. Team Leadership & Capability Building

  • Provide leadership and mentorship to the team, fostering a fostering a culture of collaboration, innovation, and excellence.
  • Oversee team resources, talent development, and performance to achieve optimal impact and productivity.

3. Governance & Operations

  • Oversee governance framework, including grants and funding agreements.
  • Lead the planning and review of key meetings, events, and campaigns, including board meetings and media engagements

Requirements

  • Degree or Diploma in Business Administration or related field
  • At least 10 years of relevant experience, including leadership roles in philanthropy, non-profit management, or corporate social responsibility.
  • Strong strategic thinking, analytical, and problem-solving skills, with proven ability to translate vision into actionable plans.
  • Excellent communication and stakeholder management skills, with experience engaging senior leaders, government agencies, and community partners.
  • Demonstrated ability to lead teams, manage complex projects, and deliver impact in a dynamic environment.
  • Proficiency in MS Office and digital collaboration tools
