Job Description

The Innovation & Enterprise Group drives the translation of research into impactful outcomes by overseeing innovation and enterprise activities across A.STAR's research entities. We work closely with industry partners, public agencies, and academia to catalyze commercialization, foster public-private partnerships, and align research capabilities with national priorities.

We are seeking an experienced and strategic leader to join our Planning team. The planning team oversees the strategy development and resource stewardship within the Group. This role provides leadership to the planning function, guiding strategic initiatives and resource stewardship for the Group. Our team supports A.STAR senior management in shaping A.STAR's innovation and enterprise agenda.

Key Responsibilities

  • Provide strategic oversight of innovation and enterprise planning, ensuring alignment with A.STAR's priorities and Singapore's national R&D and economic agenda.
  • Guide the development and operationalisation of data-informed strategies, translate organisational priorities into coherent initiatives, funding approaches, and performance frameworks (e.g. relevant Policies, Procedures and Guidelines).
  • Oversee resource allocation and utilisation across the Innovation & Enterprise Group to maximise strategic value and outcomes.
  • Direct evaluative approaches to assess effectiveness, relevance, and impact of innovation initiatives, integrating quantitative and qualitative insights to inform strategic decision-making.
  • Lead senior stakeholder engagements across A.STAR, including the I&E Group's Oversight Committee, government agencies, industry, academia, and national platforms to strengthen innovation outcomes and partnerships.
  • Lead or oversee cross-cutting strategic projects that advance the Group's priorities and organisational transformation efforts.

Job Requirements

  • At least 1015 years of relevant experience in strategic planning, innovation management, corporate development or industry engagement, preferably in sectors such as Semiconductor, Connectivity, Advanced Manufacturing, Biotech, Pharmaceuticals, Medtech or Energy and Chemicals.
  • Strong understanding of Singapore's R&D ecosystem, innovation policies, and enterprise development landscape.
  • Proven ability to translate complex strategic priorities into actionable initiatives and measurable outcomes, supported by data, analytics, and evaluative insights.
  • Strong stakeholder engagement and influencing skills across senior leadership, industry, and government partners.
  • Ability to operate effectively in complex, evolving environments with multiple stakeholders and priorities.
  • Excellent communication, organisational leadership and critical thinking capabilities.
  • Familiarity with data analytics, business intelligence tools, and emerging digital/AI tools for strategy and foresight is advantageous.
