Job Description

What The Role Is

Reporting to the Director (Engagement and Partnership Division), the Deputy Director (Engagement) provides strategic leadership and oversight of the Ministry of Health's engagement and partnership efforts as part of the larger communications and engagement strategy. The Deputy Director (Engagement) leads a team to ensure that MOH's strategic engagement objectives are advanced through stakeholder engagement frameworks and strategies and a robust network of supportive stakeholders and third party advocates across the healthcare ecosystem.

You will be working in a fast-paced and dynamic environment that would require the ability to manage multiple priorities and stakeholders at the same time.

What You Will Be Working On

  • You will formulate, develop and implement stakeholder engagement strategies to support MOH's policy development and implementation. This includes setting strategic directions for the team and policy divisions to drive engagements in support of MOH's strategic outcomes.
  • Drive and sustain stakeholder relationship building and managing, through effective mapping of stakeholders around relevant healthcare issues and proposing engagements to achieve intended policy outcomes.
  • Lead, mentor and develop team members
  • Drive a culture of engagement within MOH officers e.g. through capability building activities, creation of engagement tool-kits, providing guidance to divisions.

What We Are Looking For

Key Competencies Required:

  • Thinking Clearly & Making Sound Judgements – Strong analytical and critical thinking abilities to support the crafting of sound policy recommendations; ability to grasp timelines, operating context and ground realities.

  • Improving & Innovating – Ability to seek continual improvements, and to innovate and experiment while managing the risks involved.

  • Working Effectively with Stakeholders – Ability to mobilise and rally partners and stakeholders towards a collective purpose.
  • At least 11 years of experience in communications, public relations, or stakeholder engagement roles
  • Prior experience in developing stakeholder strategies, driving stakeholder engagements, sustaining stakeholder relationships and managing partnerships
  • At least 6 years of demonstrated experience in leading teams
  • Prior experience in the public sector or healthcare industry would be an advantage
