Job Description

Raffles Medical Group (RMG) is the largest home-grown private healthcare provider in the region, started in 1976 in Singapore as a two-man clinic operation but today, serves patients in five countries, 14 cities. We are a Multidisciplinary Medical Group listed on the Singapore Stock Exchange and the only private medical provider in Singapore that owns and operates a fully integrated healthcare organization comprising a tertiary hospital, a network of family medicine and dental clinics, insurance services, Japanese and Traditional Chinese Medicine clinics, Raffles Wellness and a consumer healthcare division. Raffles Hospital is the flagship of Raffles Medical Group. Our China footprint has expanded with the opening of our Chongqing, Beijing and Shanghai Hospitals.

We are seeking an experienced IT leader to drive governance, cybersecurity, architecture standards, and innovation across our regional organisation. This role works directly with the CTO and oversees four key teams:

  • PMO / Portfolio Management
  • Enterprise Architecture
  • Cybersecurity
  • Innovation & Emerging Technologies

You will provide strategic direction, ensure disciplined IT practices, and lead technology initiatives that support longterm business growth.

OBJECTIVE OF ROLE (IT Director, Governance and Innovation)

The staff is responsible for the Governance function of the RMG IT organization, working alongside with the Operate and Delivery functions, all of whom reporting to the CTO. He/She is to manage four teams of IT staff: PMO / Portfolio Management, Enterprise Architecture, Cybersecurity and Innovation / Emerging Technology. He/She must provide leadership in making sure the company's IT functioning is disciplined, compliant, vigilant and forward looking across all IT teams in HQ, Singapore, Vietnam, China and locations with RMG business operations. He/She is expected to be hands on, able to roll-up his/her sleeves to work with the team directly when required and deputized for CTO in his absence.

Provide managerial guidance to all IT leaders / team members and proactively engage with business leaders to prioritize IT demand and IT supply to achieve optimal business outcome for the Company. Provide oversight of all project deliveries through disciplined PMO / Portfolio Management processes.

Define IT policies and setup IT governance framework for all technologies, e.g. AI, Digital, Cloud, etc. Manage a team of architects to solution and establish the Company standards to be incorporated into all technology product development and infrastructure setup. Chair the IT architecture review board to monitor compliance and provide ongoing guidelines for new technologies and regulatory requirements.

Ensure company's cybersecurity policies and associated technologies are operating effectively, within compliance targets, to deliver a secured and trusted platform for the Company to carry out its business.

Constantly scan the market to keep abreast of all healthcare and health insurance technology trends, collaborate with external organization like Care and key internal stakeholders to identify suitable innovation and emerging technology for the Company to pilot, test bed and scale to be early adopter.

Governance

  1. Provide guidance and leadership to the team in the support of the day-to-day IT Governance, management reporting / escalations, upholding IT reputation and securing user environment.
  2. Ensure that Operate team provides mission critical software/services and systems as per SLAs and Deliver team provides users with robust IT product/services as per architecture standards.
  3. Develop and implement PMO / Portfolio Management / ITSM processes, policies and procedures to ensure consistency and compliance across IT organization, local and regional.
  4. Provide program / project management leadership for infrastructure and application product development initiatives. Accountable for ensuring all IT projects incorporate project charter, detailed analysis, budgets and resource management to meet deadlines and business ROI.
  5. Ensure alignment, implementation and monitoring of local regulations and policies in relation to cybersecurity defense and compliance.
  6. Liaise with internal and external auditors to ensure compliance with regulatory, company policy and audit requirements.
  7. Supervise, motivate, guide and support team of deep skilled individuals. Appraise and be responsible for efficiency and performance of each individual and make them work as a team.

Innovation

  1. Provide guidance and leadership to the IT team in researching, identifying and evaluating innovation and emerging technology to be incorporated into the future architecture framework.
  2. Liaise and collaborate with vendors and government agencies (e.g., MOH, IDA) to ensure the Company can meet its vision of being early adopter of technology, ideally ahead of regulations.
  3. Proactively search and collaborate with innovative partners to determine the right technology to spur business growth, optimize cost, transform service delivery, etc. for the Company. Lead establishment / negotiation of partnership agreements and application for government fundings.

JOB REQUIREMENTS

  1. Degree in Computer Science or relevant degree.
  2. Over 15 yrs experience as IT director or similar role with experiences in enterprise level IT solutioning, delivery and governance across multiple countries (ASEAN, Greater China, others).
  3. 10+ years experience in delivering IT management in an enterprise environment, including strategic and tactical service management, process improvement, cybersecurity management.
  4. 5+ years experience from pilot to large scale roll-out of innovation and emerging technologies.
  5. Excellent organizational and leadership skills with strong stakeholder management experience.
  6. Experience in analysis, evaluation and implementation of IT systems and their specifications.
  7. Proven experience in vendor management and sourcing of IT services.
  8. Outstanding cultural awareness, change management and communication abilities.
  9. Excellent English and Chinese written and oral communications skills.
