Key Responsibilities
- Be part of the SYFC Management Team, contributing to the planning, decision-making and implementation of organisational policies, initiatives and strategic objectives.
- Support the Corporate Support Manager (CSM) in overseeing functional areas including Finance, Procurement, Inventory, Information Technology (IT), Security and Facilities Management.
- Lead and manage the full spectrum of Human Resource (HR) functions within SYFC, including recruitment, separation, manpower/succession planning, employee relations, performance management, compensation and benefits, training and development, and staff welfare.
- Oversee and verify monthly payroll, including approved transport and medical claims, CPF contributions and annual income tax submissions, ensuring accuracy and timely processing for approval and payment.
- Lead the annual performance ranking exercise and oversee the administration and preparation of bonus payouts, including Performance Bonus (PB), Key Performance Indicators (KPI) Bonus, Retention Bonus, Flexible Benefits Scheme (FBS) and Long Service Awards.
- Lead, coordinate and oversee the employee Induction Programme and employee lifecycle processes, including onboarding, transfers, confirmation, contract extension, re-employment, resignation and termination.
- Oversee the administration of employee declarations, including annual financial declarations.
- Prepare and oversee the submission of annual feedback reports for Managers reporting.
- Ensure the proper maintenance, accuracy and confidentiality of employees personnel records and HR documentation to meet audit requirements and standards.
- Review and ensure HR policies and practices are kept current and aligned with prevailing legislation, regulatory requirements and organisational needs.
- Manage the HR and Payroll system as the secondary administrator and ensure accurate and timely maintenance of employee master data in the Digital Corporate Support System (DCSS).
- Lead and manage staff disciplinary and employee relations matters in accordance with SYFC's policies and procedures.
- Develop and oversee the implementation of the annual training and development workplan for SYFC.
- Oversee statutory and regulatory submissions to the Charity Portal, including updates to the SYFC Constitution and annual submission of the annual report, financial statements and corporate governance checklist.
- Oversee registry, general administration, staff welfare and corporate events.
- Serve as the Point of Contact (POC) for incident reporting protocols, including coordination with relevant external agencies and sponsoring agency where required.
- Assume the duties and responsibilities of the CSM during his/her absence, as required.
- Undertake other duties and responsibilities as assigned.
Job Requirements
- Possess a degree, preferably in Business Administration, Human Resource Management or a related discipline.
- Preferably 3 to 5 years of relevant experience, with prior managerial or supervisory experience being an advantage. Fresh graduates with relevant qualifications and skills are welcome to apply.
- Strong written and verbal communication skills, with good interpersonal and organisational abilities.
- Good knowledge of corporate governance, compliance and audit matters.
- Experience in the aviation sector and familiarity with relevant MINDEF guidelines will be an added advantage.
Other Information
- Five-day work week (Tue to Sat, 8am to 5pm). Non workday and Rest Day on Sun and Mon.
- Uniform (polo-tee) provided
