JOB PURPOSE
The Data Analyst – Project Resources plays a key role in enabling data-driven resource planning and decision-making across the Project Management Unit (PMU) and all functions within E&C. The role is responsible for consolidating and analyzing manpower, workload, project demand, and cost data to provide accurate insights, forecasts, and reports that support optimal deployment of project personnel, timely mobilization, effective resource utilization, and control of resource-related costs and under-recovery risks.
KEY ACCOUNTABILITIES
1. Resource data management & governance: Maintain an accurate and up-to-date resource database, including manpower, roles, project assignments, availability, and charging/cost centres, by consolidating inputs from PMU, Regions, functions, HR, and project teams.
2. Resource planning & forecasting: develop and maintain demand vs capacity forecasts to support bids/prospects, project mobilization plans and ongoing execution requirements.
3. Manloading / utilization tracking: monitor manloading, utilization, bench and over-allocation; highlight constraints, gaps and risks, and recommend balancing actions.
4. Project resource cost & under-recovery monitoring: track resource-related cost trends and under-recovery drivers (e.g., incorrect charging, prolonged idle time, mismatch between plan vs actual) and provide timely insights for corrective actions.
5. Dashboards & reporting (Power BI / analytics): design, develop and maintain dashboards and standard reports (e.g., headcount, deployment, demand vs capacity, mobilization status, resource performance metrics) for decision-making.
6. Data quality assurance: perform validation, reconciliation and periodic audits to ensure accuracy, consistency and traceability of resource, manhours and cost data across systems and trackers.
7. Stakeholder coordination & data collection: engage with PMU leadership, Project Resources, HR, BDSP/Estimating, Planning and project teams to gather updates, clarify assumptions and resolve discrepancies to maintain a single source of truth.
8. Support Project Resources Committee / governance forums: prepare datasets, insights, briefing materials and action trackers; follow up and track closure of agreed actions.
9. Bid / tender & early start support: provide resource analytics for tender strategies and early start planning, including scenario modelling, sensitivity checks and identification of critical roles / bottlenecks.
10. Process improvement & automation: identify opportunities to streamline resource tracking and reporting through automation, standard templates and improved workflows to reduce manual effort and improve timeliness.
11. Continuous improvement / lessons learned: analyse trends and recurring issues (e.g., mobilization delays, recurring role gaps) and propose improvements to planning assumptions, reporting and governance practices.
12. Compliance & confidentiality: ensure proper handling of employee/resource data in line with internal governance requirements and maintain confidentiality and secure storage of datasets and reports.
QUALIFICATIONS / CERTIFICATIONS
Minimum in any bachelor's degree in Statistics, Mathematics, Computer Science, Business Analytics or related field.
