Your Role And Responsibilities
As a Delivery Project Manager specializing in Technology Expert Labs services for IBM's Data Platform, you will implement Data and AI solutions, including data management, data fabric, data governance, trustworthy AI, and business analytics. In this role, you will oversee projects that deliver these solutions to clients. You will be responsible for planning, executing, and delivering projects on time, within scope, budget, and quality expectations. The role ensures strong governance, stakeholder alignment, risk management, and operational excellence across the full project lifecycle while enabling business outcomes and customer satisfaction.
Your Primary Responsibilities Will Include
- Project Planning & Governance
- Define project scope, objectives, deliverables, milestones, and success criteria.
- Develop integrated project plans including schedule, budget, resource plan, dependencies, and risk register.
- Establish governance structure, reporting cadence, escalation paths, and approval processes.
- Maintain RAID logs (Risks, Assumptions, Issues, Dependencies) with mitigation strategies.
- Delivery Execution & Control
- Drive end-to-end execution of projects using Agile, Hybrid, or Waterfall methodologies.
- Track progress against plan using KPIs, burn-down charts, earned value, or milestone tracking.
- Proactively identify delivery risks and implement corrective actions.
- Manage scope changes through formal change control and impact analysis.
- Ensure quality gates, testing readiness, and acceptance criteria are met.
- Stakeholder & Client Management
- Act as the primary point of contact for customers, sponsors, and senior stakeholders.
- Facilitate steering committee meetings, executive updates, and status reporting.
- Manage expectations, resolve conflicts, and negotiate priorities when constraints arise.
- Build trusted-advisor relationships with business, technology, vendors, and partners.
- Financial & Commercial Management
- Own project financials including budgeting, forecasting, billing, and cost control.
- Track utilization, revenue recognition, and contract deliverables.
- Support commercial discussions such as renewals, scope expansion, and change requests.
- Ensure accurate documentation for audits and financial governance.
- Team Leadership & Collaboration
- Lead cross-functional delivery teams including engineers, architects, testers, and vendors.
- Allocate resources effectively and balance competing priorities.
- Coach team members on delivery discipline, Agile practices, and continuous improvement.
- Foster a culture of accountability, transparency, and operational excellence.
- Risk, Security & Compliance
- Identify operational, technical, delivery, and compliance risks early.
- Ensure adherence to security policies, data protection standards, and audit requirements.
- Drive incident management, root cause analysis, and corrective actions where required.

Required Technical And Professional Expertise
- Agile Project Delivery Expertise: A provable track record of project delivery disciplines and frameworks using agile best practices to successfully delivery in a way that's both nimble and fast.
- Success in Communication and Relationship Building: Demonstrable success in communication and personal relationship development at all levels – from engineers to CIOs – with experience of navigating challenging debate to reach healthy resolutions.
- Data and AI Technology Experience: Experience with building creditability for Data and AI methodology and practices for data management, data fabric, data governance, trustworthy AI and business analytics or equivalent enterprise solutions.
- Proven experience delivering complex, large-scale projects for Singapore Government agencies.
Preferred Technical And Professional Experience
- Certifications for project/program management: Project or program certifications including but not limited to PMP, CMMI, Scrum Master or Agile Project Management.
- Technology Expertise: Experience working with a broad spectrum of technology solutions including Data and AI, Automation, Sustainability, Security, Cloud, Power, Storage or equivalent technologies.
- Consulting Experience in Cloud Solutions: Experience working in consulting or project management for solutions including SaaS / IaaS / PaaS and/or Cloud.
- Expertise in Data and IT Technologies: Deep expertise requires an expert technical level in data and IT software technologies including several technology areas including IBM Cloud Pak for Data, Red Hat OpenShift, IBM DB2, COGNOS, IBM Watson Studio and related AI frameworks or equivalent enterprise solutions.
