Job Description

This position is responsible for leading procurement and contract management functions across complex infrastructure and engineering projects. The role ensures strong governance, effective stakeholder alignment, and delivery of procurement strategies that balance compliance, efficiency, and organizational objectives.

Responsibilities
  • Facilitate clear communication between external partners (contractors, suppliers, tenderers) and internal teams (engineering, operations, finance, safety, legal) to ensure requirements are well-defined and executed.
  • Design and implement tendering and sourcing processes tailored to project scale and complexity.
  • Develop frameworks for supplier selection, evaluation, relationship management, and performance monitoring.
  • Review and establish terms covering insurance, guarantees, damages, and other legal/commercial safeguards.
  • Lead commercial discussions with vendors to secure favorable outcomes.
  • Oversee tender preparation, evaluation, negotiations, risk assessments, and compliance checks.
  • Ensure proper administration of standard contract forms (e.g., PSSCOC, SIA, FIDIC, Orgalime) in line with prevailing regulations.
  • Enhance and standardize contract conditions for professional services and construction works.
  • Manage conflicts, performance issues, and non-compliance through structured negotiation.
  • Supervise processes such as payment certifications, variation orders, delay notices, and claims.
  • Provide guidance on contractual and commercial matters to management and internal teams.
  • Act as custodian of procurement policies and drive transformation initiatives.
  • Strengthen internal controls, systems, and compliance culture.
  • Develop procedures to ensure consistency, knowledge sharing, and inventory management.
  • Mentor and build capability within procurement and contracts teams.
  • Conduct sessions on systems, governance, and contract management principles.
  • Establish dashboards and frameworks for monitoring tender management, compliance, and risks.
  • Partner with senior stakeholders across finance, operations, engineering, projects, and legal to align procurement with business goals.
Requirements
  • Bachelor's Degree in related discipline.
  • Strong track record in procurement, contract management, or construction-related fields.
  • Familiarity with e-procurement platforms and digital transformation initiatives.
  • Solid understanding of PSSCOC, SIA, FIDIC, and Orgalime.
  • Proven ability to lead teams, manage stakeholders, and drive negotiations.
  • Capability to support organizational transformation.
  • Resilience in dynamic and evolving settings.
  • Ability to balance governance, efficiency, and business priorities.
  • Proactive, detail-oriented, solutions-driven, with strong ownership mindset.
