ROLE SUMMARY
The Contracts Manager will lead DOSK's tendering function and manage end-to-end contract and commercial matters for civil, utilities, and M&E-related projects. The role is responsible for driving compliant and competitive tender submissions, negotiating contract terms, administering main and subcontract agreements, managing variations/claims, and strengthening commercial governance across projects.
KEY RESPONSIBILITIES
A) Lead Tendering Team (Core)
- Lead and manage the tendering team to deliver timely, accurate, and competitive submissions (end-to-end).
- Review ITT/RFQ documents, drawings, specifications, and contractual terms identify risks, assumptions, and qualifications.
- Drive tender strategy, bid positioning, and pricing governance in collaboration with project/QS/engineering/procurement teams.
- Oversee preparation of tender deliverables (method statements, schedules, commercial submissions, clarifications, and compliance matrices).
- Source, evaluate, and negotiate quotations from subcontractors/suppliers, including M&E packages ensure scope alignment and comparability.
- Lead tender queries, clarifications, and negotiations with clients/consultants ensure approvals and submission standards are met.
B) Contracts & Commercial Management (Pre- and Post-Award)
- Review, negotiate, and advise management on main contract terms and commercial exposure recommend mitigation plans.
- Administer contracts from award to close-out, including contractual notices, instructions, and formal correspondence.
- Manage variations: timely identification, submission, valuation substantiation, negotiation, and approvals.
- Manage claims and entitlements (e.g., EOT, disruption, loss & expense) with strong documentation and contract basis.
- Support progress claims/payment processes ensure supporting records, measurement, and reconciliation are accurate.
- Maintain and update commercial trackers (variation log, claims register, risk register, final account forecast/cashflow impact).
C) Subcontract & Supplier Management
- Draft, review, and negotiate subcontracts/supply agreements (including back-to-back terms where applicable).
- Ensure scope clarity, change control, payment terms, and risk allocation for subcontractors and suppliers.
- Work with procurement to evaluate commercial terms, manage procurement risks, and support award recommendations.
- Support dispute avoidance/resolution with subcontractors and relevant stakeholders.
D) Reporting & Governance
- Provide regular tender pipeline and commercial status updates to the Deputy CEO (risks, margins, issues, recommendations).
- Strengthen tendering and contract administration processes, templates, and governance to improve consistency and control.
- Ensure proper document control and audit-ready records for projects with statutory boards and major asset owners.
REQUIREMENTS
- Diploma/Degree in Quantity Surveying, Mechanical/Electrical Engineering, Building/Construction Management, or equivalent.
- Minimum 5 years of relevant experience covering tendering and contract/commercial management in Singapore.
- Strong preference for candidates with an M&E background (tendering + contracts), including experience handling M&E packages within infrastructure/building projects.
- Proven ability to lead tenders end-to-end and coordinate cross-functional stakeholders under tight deadlines.
- Strong knowledge of contract administration, variations, claims, subcontract controls, and contractual letter writing.
- Strong negotiation skills and commercial acumen highly meticulous with documentation and record-keeping.
- Proficient in MS Excel and MS Word comfortable preparing tender comparisons, cost summaries, and commercial trackers.
ADDED ADVANTAGE (PLUS)
- Experience working on projects involving government agencies / statutory boards / major utilities & telcos (e.g., SP Group, PUB, Singtel).
- Experience in civil/utility works (trenching, cable/pipe laying, underground works) integrated with M&E requirements.
- Familiarity with tendering for term contracts or framework agreements with public-sector and large asset owners.
