The Contracts Manager heads the commercial, bidding, and contract administration team for construction and engineering projects. This role covers everything from early-stage project bidding and risk analysis to post-project cost management, claims, and final settlements. The main goal is to protect the company's profit margins, minimize legal and financial risks, and ensure all contracts are followed correctly.
Lead Bidding Team: Oversee the team to prepare and submit complete, competitive technical and price proposals.
Spot Risks: Review tender documents, project specifications, and drawings to find hidden risks or unfair contract terms.
Pricing & Sourcing: Work out winning bid strategies. Guide the Quantity Surveying (QS) team to get and negotiate the best prices from subcontractors and suppliers (especially for M&E or civil works).
Client Interviews: Manage post-tender questions, list down bidding assumptions, and attend interview meetings with clients and consultants.
Check Contracts: Review and finalize main contracts and subcontractor agreements to make sure the company is legally protected.
Manage Changes (VOs): Set up systems to track, calculate, and submit Variation Orders (VOs) quickly when project scopes change.
Handle Claims: Write and manage formal contract notices and claims for Extension of Time (EOT) or extra costs caused by project delays.
Claims & Payments: Check and submit regular progress claims, approve subcontractor payments, and close out the final project accounts.
Knowledge : Public Sector Standard Conditions of Contract (PSSCOC) & The Building and Construction Industry Security of Payment (SOP) Act
Track Money: Update financial logs, budgets, cash flow charts, and variation lists for senior management reviews.
Professional Letters: Write formal, legally binding letters to clients, consultants, and authorities to protect the company.
Resolve Disputes: Help project teams understand contract clauses, solve disagreements, and handle formal legal/payment disputes (like SOPA) if needed.
Qualifications: Degree or Diploma in Quantity Surveying, Civil / Mechanical / Electrical Engineering, Building/Construction Management, or a similar field.
Experience: 5 to 8 years of experience doing tendering and contract work in the Singapore construction industry.
Contract Knowledge: Familiarity with Singapore contract standards like PSSCOC
Technical Skills: Good at measuring work quantities, cost planning, budgeting, and assessing M&E or structural pricing packages.
Software: Good with MS Excel, MS Word, and tools like Glodon, Bluebeam, or MS Project.
Personal Attributes: Strong negotiator, detail-oriented, and able to work well under tight deadlines.
Experience working on projects for Singapore government agencies (e.g., LTA, PUB, JTC, HDB) or utility companies (e.g., SP Group).
Background in infrastructure projects like piping, underground works, or tunneling.
