[What the role is]
The Advisor's key responsibilities include providing technical expertise and advisory support across the following projects:
- Phase 3 of the Tourism Court Rejuvenation Project covering public-facing areas.
- Cyclical repair and improvement work at Tourism Court to ensure the long-term upkeep and operational efficiency of the premises
- Lift system upgrade to incorporate biometric and QR code access technology in place of the current card access system
- Technical Due Diligence study planned for Q3 2026, leading to the development of 10-year cyclical maintenance plans to support the planned and systematic upkeep of the office premises
- Replacement of the Merlion pump at Merlion Park, which has been in operation since April 2002
[What you will be working on]
- Phase 3 Rejuvenation project (visitor facing works)
Oversee and advise on the rejuvenation project from inception to completion
Consultation and Project Oversight : Understand needs and objectives to provide strategic recommendations and offer guidance throughout the project lifecycle to ensure effective management in these areas:
- Planning and Design: Collaborate with architects, designers, and engineers to develop detailed plans and designs that meet expectations and adhere to regulatory standards.
- Budget Management: Manage project budgets, ensuring that costs are controlled, and financial resources are utilised effectively.
- Vendor Coordination: Oversee the selection and coordination of contractors, suppliers, and other vendors involved in the project.
- Quality Control: Ensure that work is completed to high standards, addressing any issues or deviations from the plan promptly.
- Compliance: Ensure that all activities comply with local building codes, safety regulations, and environmental standards.
- Reporting: Provide regular updates to management and internal stakeholders on project status, timelines, and any potential risks or issues.
- Problem Solving: Identify and resolve any challenges or obstacles that arise during the process, adjusting as necessary to keep the project on track.
- Advisor to Admin & Estate Department
Provide guidance and advice on admin and facilities services delivery to the organisation and its tenants.
This Includes
- Assessing current practices and recommending improvement
- Aligning facilities operations and services with organisational goals and industry best practices
- Focusing on Tourism Court's cyclical repair and improvement work.
- Strategic Planning: Develop and plan for a Technical Due Diligence (TDD), an industry practice to conduct every 3 to 5 years, to determine the condition of all equipment and systems, including the building infrastructure, to ensure Tourism Court continues to remain safe and functional in accordance with industry best practices.

- Consultation: Provide advice on facilities-related issues and projects.
- Compliance: Ensure facilities management practices comply with relevant laws, regulations, and safety standards.
- Vendor Management: Evaluate and manage relationships with external vendors and service providers to ensure quality and cost-effectiveness.

[What we are looking for]
- Technical Expertise in Facilities Management: Minimum 15 years of hands-on experience in office/commercial building facilities management, with demonstrated ability to handle complex building systems and operational challenge.
- Building Systems Knowledge: Strong understanding of:
- Air Handling Units (AHUs) and HVAC systems
- Building Automation Systems (BAS) programming and troubleshooting
- Energy management and optimisation strategies
- Control valves and airflow management systems
- Preventive Maintenance Planning: Experience in developing and implementing cyclical maintenance programmes, particularly 5-year maintenance planning cycles
- Problem-Solving Skills: Proven track record in identifying, diagnosing, and resolving building-related incidents and operational inefficiencies
- Inspection and Assessment Capabilities: Ability to conduct thorough regular facility inspections and collaborate effectively Integrated Facilities Management (IFM) teams
