Contingent Workforce Client Manager

This is a full-time, on-site role located in Singapore. Responsibilities include building and maintaining strong client relationships, managing contingent workforce programs, and ensuring service excellence. The candidate will act as a key liaison between clients and internal teams, implement innovative workforce solutions, and contribute to program improvements. Regular collaboration with cross-functional teams and stakeholders will be essential for delivering outstanding client support and meeting organizational goals.

This role will serve as the heartbeat of a flagship partnership in Singapore. This is a 100% onsite, high-visibility role — you won't be sitting behind a desk. You will be on the manufacturing floor, leading a dedicated service team and managing a high-volume contingent workforce. You will own and manage the full talent life cycle, from requisition intake and candidate sourcing through to onboarding and compliance, ensuring strong headcount fulfilment while maintaining a culture of safety, efficiency, and high morale.

Key Responsibilities

Client Relationship & Operations

  • Serve as the primary point of contact for the client's Plant Managers and Production Supervisors.
  • Lead the team which are made up on both onsite and offshore delivery specialists.
  • Attend Raise Workforce Solution meetings and provide updates around programme performance.
  • Attend production meetings to align staffing levels with upcoming build plans - workforce planning.
  • Bring confidence and credibility to every client interaction — including leading a robust job brief, capturing requirements with precision, and pushing back constructively when needed.
  • Track and report on key performance indicators including fill rates, attrition, and absenteeism.
  • Support the Coordinators to ensure that all contingent employees are welcomed and ready on their first day into client site.
  • Manage and ensure all Contingent Employee timekeeping, payroll processing, and invoicing workflows are completed in a timely manner.
  • Lead relationship manager with the appointed EOR / payroll partner.

Workforce Oversight & Employee Relations

  • Lead, coach, and develop the onsite service team and provide guidance to the offshore delivery team which may include multiple time zones.
  • Understand Singapore labour laws (MOM Employment Act) alongside the client protocols.
  • Conduct daily onboarding briefings and pre-assessment testing for contingent candidates.
  • Support with workplace safety and compliance — capture any workplace injury reporting (WICA / MOM iReport) and ensure 100% PPE compliance on the production floor.

Recruiting, Outreach & Assessment

  • Manage the lifecycle of incoming talent at volume, ensuring onboarding meets client requirements.
  • Navigate comfortably across multiple platforms — ATS, VMS (such as SAP Fieldglass), and internal systems — to maintain a constant pipeline of ready-to-work talent.
  • Apply a meticulous eye to all compliance requirements — onboarding documentation, right-to-work and eligibility verification, regulatory adherence, and audit readiness — catching discrepancies early.
  • Develop and execute grassroots candidate marketing strategies and engage in recruitment events to build a sustainable talent pool in the region.
  • Administer and evaluate in-person skills assessments tailored to role requirements and compliance standards.

Qualifications

  • Must hold a current CEI in Singapore, and ideally KAH.
  • Strong client and stakeholder management skills, including relationship building and communication expertise
  • Experience in contingent workforce management, program implementation, and service delivery
  • Analytical skills for generating insights, assessing program performance, and driving continuous improvement
  • Must have 5+ years of onsite Agency / RPO / MSP experience, specifically within a Manufacturing, Light Industrial, or Logistics environment.
  • Comfortable working across multiple platforms including Applicant Tracking Systems (ATS), Vendor Management Systems (VMS), and Microsoft Excel.
  • Solid understanding of MOM regulations, Workplace Safety and Health (WSH) standards, and high-volume payroll / timekeeping workflows.
  • Exceptional interpersonal skills with the ability to influence, build trust quickly, and communicate effectively across all levels.
  • Ability to adapt to changing client needs and demonstrate problem-solving capabilities
  • Exceptional organizational and time management skills to manage multiple projects simultaneously
  • Experience in creating diverse and inclusive recruitment strategies is a plus
  • Bachelor's degree in business, human resources, or a related field is preferred

  • Standard Monday–Friday day shift, with required on-call support for shift changes and weekends.
