COMPANY DESCRIPTION

Founded in 2011, Empact is a leading social enterprise with a mission to build the capacity of social organisations (referred to as non-profit organisations and social enterprises) in Singapore and the region. Our aim for our capacity building efforts is to empower these social organisations to be empowered for greater impact.

Through our cross-sector collaboration with sector developers, government, grantmakers, corporates and volunteers, we bridge the capacity gap of the social sector by channeling talents, skills and resources to co-create innovative solutions to address the various needs of social organisations.

To date, Empact has impacted and empowered more than 2,000 social organisations in the region, with a contribution of savings amounting up to $9 million worth of professional services that have been rendered pro bono for the social sector.

In 2025, Empact was conferred as a Company of Good (3 hearts). In 2023, Empact won the President's Challenge Social Enterprise Champion of the Year award. In 2022, Empact won the President's Volunteerism & Philanthropy Awards City of Good (for Pro Bono School with our corporate partners) and was also recognised as a Champion of Good.

RESPONSIBILITIES

An Overview

We are seeking a proactive and adaptable HR Business Partner to support our growing SME on a 2 day work week basis (40% capacity). This role blends strategic partnership with hands-on HR execution. The HRBP will work closely with leaders and employees to build a high-performing, engaged, and values-driven organisation. You will play a key role in shaping people initiatives, strengthening HR operations, and ensuring the organisation is compliant, efficient, and future-ready.

Your job role will cover:

1. People Strategy & Business Partnering

  • Act as a trusted adviser to business leaders on people matters, organisational health, and workforce planning.
  • Support leaders in translating business goals into HR priorities and actionable plans.
  • Provide coaching and guidance to managers on performance, engagement, and team effectiveness.

2. Talent Acquisition & Onboarding

  • Lead end-to-end recruitment for roles across levels (sourcing, interviewing, selection).
  • Oversee onboarding to ensure smooth integration and early success for new hires.

3. Performance Management & Development

  • Drive the performance management cycle, including goal setting, mid-year and annual reviews.
  • Support leaders in identifying development needs and crafting learning plans.
  • Facilitate capability-building initiatives such as workshops, coaching sessions, and knowledge-sharing platforms.

4. Employee Relations & Engagement

  • Serve as a point of contact for employee queries, concerns, and conflict resolution.
  • Strengthen employee engagement through culture-building initiatives, feedback loops, surveys, and communication.
  • Promote a positive and inclusive workplace aligned with company values.

5. Compensation, Benefits & HR Operations

  • Support annual salary review, bonus cycles, and benefits administration.
  • Ensure HR policies, processes, and documentation are up-to-date, compliant with Singapore Employment Act and MOM guidelines.
  • Oversee payroll inputs, leave administration, and HRIS data accuracy (where applicable).
  • Drive HR process improvements to enhance efficiency and employee experience.
  • Manage employee records and HR documentation with confidentiality and accuracy.

6. Organisational Development & Change Management

  • Support organisational design initiatives, role clarity, and change communication.
  • Partner with leaders to build resilient teams and embed organisational values.
  • Contribute to long-term people strategies including workforce planning, succession, and culture shaping.
  • Serve as the owner and facilitator of monthly organisation-wide Town Halls, working with leaders to shape agendas and drive meaningful engagement.
QUALIFICATIONS
  • Degree in Human Resources, Business Administration, or related field.
  • 4-6 years of experience in HR, with at least 2 years in a Business Partner or generalist role.
  • Value diversity and ability to recognize talent beyond their paper qualifications
  • People oriented, with strong interpersonal and communication skills
  • Proficient in Excel, Word and open to adopt technologies in making your work more efficient
  • Strong facilitation and group-process skills, with the ability to guide organisation-wide conversations.
  • Demonstrated ability to balance strategic thinking with operational execution.
