Job Title: Construction Quality / Inspection Lead(Quality Lead)
Job Description:
We are seeking a highly experienced Construction Quality / Inspection Lead to manage and oversee all quality assurance and quality control activities for ongoing projects in the oil & gas / petrochemical industry.
The role involves ensuring full compliance with project specifications, international standards, and client requirements throughout all project phases.
Key Responsibilities:
- Develop and implement Project Quality Plans in coordination with Project Manager and Client representatives.
- Lead and manage site QA/QC teams, including EPCm and contractor inspectors.
- Review and approve contractor quality documents such as ITPs, WPS, PQR, NDE procedures, and test packs.
- Ensure compliance with applicable international codes, standards, and project specifications.
- Conduct site quality audits, inspections, and surveillance activities.
- Manage Non-Conformance Reports (NCRs) and ensure timely resolution of quality issues.
- Coordinate and attend project meetings including Kick-Off Meetings and Pre-Inspection Meetings.
- Verify completion of inspections and documentation prior to issuing Inspection Release Notices (IRN).
- Witness testing activities including hydrostatic and pneumatic tests.
- Oversee pre-commissioning and flushing activities.
- Perform line checks, punch listing, and final acceptance of completed works.
- Prepare project quality reports and lessons learned documentation.
Requirements:
Education:
- Diploma or Degree in Mechanical Engineering or related engineering discipline.
Certifications (Preferred):
- CSWIP 3.1 or equivalent
- MOM-recognized Supervisor Safety Certification (e.g., OPSOC)
- ASNT or equivalent NDT certification (advantage)
Experience:
- Minimum 10 to 15 years of relevant experience in oil & gas, chemical, or petrochemical industries.
- Proven experience in:
- Project Quality Management Systems
- Brownfield construction projects
- Piping, pipeline, civil, and structural works
- Protective coatings and fireproofing
- Non-metallic piping systems
- Experience in leading EPCm and contractor QA/QC teams.
- Familiarity with plant turnaround projects is an advantage.
- Strong knowledge of international codes and standards such as ASME, API, AWS, ASTM, and SHELL DEP.
- Preference will be given to candidates with proven experience working on multiple projects for Shell or Aster, demonstrating familiarity with their quality standards, procedures, and project execution requirements.
