Job Overview

We are seeking a high-caliber Construction Project Manager to lead end-to-end project lifecycles while serving as the primary liaison for our China-based stakeholders, contractors, and vendors. This role requires a blend of technical construction expertise, robust financial management, and the cultural/linguistic fluency necessary to navigate the China market effectively.

Key Responsibilities

1. China Market & Stakeholder Management

  • Cross-Border Liaison: Act as the main point of contact for Chinese EPC (Engineering, Procurement, and Construction) companies, ensuring project alignment between Singapore HQ and China-based partners.

  • Procurement & Sourcing: Oversee the sourcing and procurement of construction materials, heavy machinery, and specialized fixtures from China, ensuring they meet both Singapore BCA and Chinese GB (Guobiao) standards.

  • Relationship Management (Guanxi): Build and maintain high-level relationships with Chinese subcontractors and government bodies to ensure smooth project progression and dispute resolution.

  • Factory Inspections: Lead or coordinate factory-site inspections in China to verify quality control and manufacturing timelines for prefabricated components or structural steel.

2. Project Planning & Execution

  • End-to-End Oversight: Manage projects from the tender and design phase through to construction, commissioning, and final handover.

  • Scheduling: Develop and manage master project schedules, accounting for lead times specific to China-to-Singapore logistics.

  • Cost Control: Monitor project budgets, manage cash flow, and conduct value engineering to optimize costs without compromising quality.

3. Technical Compliance & Safety

  • Regulatory Alignment: Ensure all site activities comply with Singapore's Building Control Act, WSH (Workplace Safety and Health) regulations, and environmental standards.

  • Quality Assurance: Conduct regular site inspections to ensure workmanship adheres to approved drawings and high-quality standards (CONQUAS/Quality Mark).

Requirements

  • Experience: 8-15 years of experience in construction project management, with a proven track record of managing large-scale industrial or commercial projects.

  • Education: Bachelor's degree in Civil Engineering, Construction Management, or a related field (recognized by PE Board or BCA).

  • Linguistic Fluency:Professional fluency in Mandarin (Written and Spoken) is mandatory to interpret technical documents from China and lead negotiations with Chinese-speaking stakeholders.

  • Market Knowledge: Deep understanding of the Chinese construction landscape, including vendor networks, logistics, and standard business etiquette (e.g., face-saving, formal banquets).

  • Software Proficiency: Skilled in AutoCAD, BIM (Revit), and project management software.

Preferred Attributes

  • Established network of contacts within the Chinese construction and manufacturing sector.

  • Experience with FIDIC or Chinese standard construction contracts.

  • PMP or equivalent project management certification.
