Compliance Officer (Singapore & Global)
OSL is a global digital asset firm seeking a hands-on Compliance Officer to play a key role in securing its MAS license and establishing its compliance framework in Singapore. This is a foundational role for the Singapore entity, offering the unique opportunity to shape the compliance function from the ground up while supporting global regulatory efforts. The ideal candidate is a pragmatic, independent professional with deep expertise in Singapore's financial regulations, particularly the Payment Services Act, and a solid understanding of the digital assets landscape.
Key Responsibilities:
- License Application & MAS Liaison: Lead the preparation, submission, and management of the company's license application with the Monetary Authority of Singapore (MAS). Serve as a primary point of contact for all communications and submissions to MAS.
- Policy & Framework Development: Develop, implement, and maintain robust compliance, AML/CFT, and other internal policies and procedures tailored to a digital asset business, ensuring alignment with MAS notices and guidelines.
- Advisory & Business Partnership: Provide clear, practical compliance advice to business units on a wide range of issues, including product launches, marketing materials, and customer onboarding processes.
- Financial Crime Oversight: Conduct holistic customer risk assessments and ongoing transaction monitoring. Investigate suspicious activities and file necessary reports (STRs). Oversee daily alerts from sanctions, PEP, and adverse media screening.
- Global Support: Support the Head of Compliance in researching and analyzing regulations for global expansion efforts, initially focusing on supporting existing operations in Australia and Bermuda.
- Training & Culture: Develop and deliver effective compliance training to local and regional employees to foster a strong culture of compliance and risk awareness.
Requirements:
- Experience: 3-5 years of direct compliance experience within a MAS-regulated financial institution (e.g., bank, capital markets services firm, payment institution).
- Regulatory Expertise: Minimum 1 year of hands-on experience with the Payment Services Act (PSA) and Singapore's AML/CFT regime. Experience liaising directly with MAS is essential.
- Firm Background: Proven experience working within the compliance function of a mid-to-large-sized financial firm, demonstrating exposure to well-established policies and procedures.
- Independence & Skills: A self-starter with the ability to work autonomously, think critically, and manage multiple priorities with a high degree of accuracy. Exceptional verbal and written communication skills for engaging with regulators and stakeholders.
- Industry Knowledge: Must have a practical understanding of cryptocurrencies and digital assets. Personal experience trading or using crypto is highly advantageous.
- Exposure to Australian (AUSTRAC) or Bermudan regulations is a plus.
