The Head of APME FCC is responsible for the implementation and maintenance of a comprehensive Anti-Money Laundering/Countering Terrorist Financing (AML/CTF), Sanctions and Embargoes, Anti-Bribery and Corruption (ABC), and Anti-Fraud Program.

APME FCC team's main responsibilities can be summarized as follows.

  • Provide ongoing compliance support and guidance to the business on FCC matters
  • Assist Head Office Financial Security (SecFin) with the implementation of relevant P&P
  • Provide regional support on transaction monitoring and investigations
  • Implement the FCC Internal Controls & Assurance Framework
  • Prepare FCC Management Information and organize FCC Oversight Committees
  • Implement global/regional FCC projects & initiatives.

This regional role is responsible for assisting the Head of APAC/FCC in the maintenance of a comprehensive Financial Crime Compliance Program covering Governance, Projects & Testing.

The role is based in Hong Kong.

Main Responsibilities:

  • Support the FCC Governance & Oversight Framework, FCC Assurance Framework and Anti-Fraud Program in Asia Pacific. Ensure the ongoing effectiveness of these frameworks and program.

Governance & Oversight Framework

  • Act as the central liaison and coordination point for APME FCC matters with different stakeholders, including Paris Head Office FCC, APME Core Compliance, Country Compliance teams, Internal Audit and APAC regulators.
  • Responsible to organise, prepare and run APME FCC risk management committee meetings i.e., Anti-Money Laundering Oversight Committee, Anti-Bribery & Corruption Oversight Committee and Anti-Fraud Oversight Committee.

FCC Assurance Framework (Testing)

  • Drive and oversee the execution of the FCC Assurance Framework. Additionally, having a good understanding of FCC control framework to ensure control test scope remains robust and operationally effective.
  • This includes implementing guidelines, methodologies, test scripts, etc. necessary to aid in the assessment of FCC controls, identification of risks/ impacts against internal risk appetite and overall manage control testing activities across Asia Pacific.

Anti-Fraud Program

  • Assist the APME Anti-Fraud Correspondent to drive and oversee the APME FCC Anti-Fraud Program
  • Provide Subject Matter Expert advisory support to country Anti-Fraud Correspondents within Asia Pacific, First Line Business and Support Functions and Second Line stakeholders.

This includes participating in projects and initiatives impacting fraud risk appetite, controls, and processes.

Required Skills:

  • A minimum 5 - 8 years of experience in Anti-Fraud Compliance, Financial Crime Compliance including Testing or Internal Audit
  • Previous experience in managing and executing FCC Projects including Testing preferred
  • Exposure to the areas of Anti-Fraud/AML/KYC/Sanctions/Anti-Bribery and Corruption in a banking environment
  • Fluency in English (reading and writing) is a must - additional languages such as Chinese or French is preferred but not mandatory
  • Good critical thinking and analytical skills with an eye for detail
  • Team player with excellent communication skills and an ability to deal with stakeholders at all levels.
