Role:
1. The Compliance Officer (CO) is tasked to assist senior management to manage the legal and regulatory compliance functions of the Singapore and China Operations of a Singapore Listed REIT.
2. CO is responsible for performing compliance reviews periodic monitoring and reporting on compliance related matters to ensure compliance with Singapore laws and regulations, as well as ensure in-house legal officer (LO) of China Operation has duly carried out his/her duties to ensure compliance with China laws and regulations, and work with Internal Auditors to ensure compliance with internal policies and procedures both at Singapore and China.
3. CO will work closely with outsource compliance team in the management of the legal and regulatory compliance risks of the Singapore Office and monitoring the work of LCO in China Operation.
4. CO is also responsible for liaising with external legal counsel on relevant matters.
Key Responsibilities:
- Perform customer due diligence (CDD) in Singapore Office and to oversee the due and effective performance of customer due diligence (CDD) performed by the LO in China Operation to assure due compliance with Singapore and China AML/CFT and regulations as well as industry best practices as they evolve from time to time.
- Conduct periodic internal compliance reviews or audits for assurance that:
- i) the Singapore Office operates in compliance with Singapore laws and regulations
- ii) the China Operation operates in compliance with China laws and regulations
- Provide independent sound and timely compliance advice to Senior Management in Singapore on Singapore REIT related laws and regulations as well as industry best practices (as they change from time to time).
- Proper maintenance and updates of the compliance policy and procedure manuals of the CRD in keeping with developments in Singapore law (e.g., AML/ATF Policy, Compliance Manual, Insider Trading Policy, HR Policy, IPT Policy, Delegation of Authority).
- Promote on-going staff awareness on compliance issues such as in the conduct of the organization or compliance training to employees across the various departments.
- Support in the administration and effective running of Compliance dept and ensure its smooth day-to-day operations.
- Undertake any other work-related duties that may be assigned by senior management from time to time.
- Individual accountability and ethical conduct: to be fit and proper and lead by example, undertake, assist and support a culture of individual accountability and good conduct within the Singapore Office
- To succeed in this role, you will need to be comfortable working within a lean team who cover all areas of regulatory and financial crime compliance.
Key Requirements:
- Minimum of 3 years work experience in compliance and/or audit in financial services industry, Singapore REIT background would be a plus but not a must
- Degree qualified in either a finance/accounting/law discipline or equivalent
- Good Knowledge of the Securities and Futures Act and its relevant regulations and notices, such as CIS Code, CG Code
- Good Knowledge of the SGX Listing Rules and its relevant practices and Guidance
- Ability to work under pressure with good organizational and time management skills
- Strong understanding of Singapore financial crime legislation and regulatory expectations
- Experience liaising with regulators (MAS and SGX) on full range of compliance matters
- A self-motivated individual with the ability to work with minimal guidance
- Able to develop and maintain good working relationships with colleagues in Singapore and China and external parties
- Languages required:
- a. Proficiency in English (Read, Speak and Write)
- b. Good command of Chinese (Read, write and speak) as require to communicate with colleagues in China and view documents in Chinese.
