Job Description

An established Regional Bank is seeking an experienced Quality Assurance Manager to independently evaluate the effectiveness, accuracy, and consistency of the Bank's Compliance and AML operations. You will lead quality assurance reviews across AML and Compliance processes, identify control gaps, and provide actionable recommendations to strengthen governance and regulatory compliance. Your responsibilities will include:

  • Conduct periodic testing and sampling of AML and Compliance activities, including transaction monitoring alerts, KYC/CDD files, STR filings, and screening dispositions to ensure adherence to internal policies and regulatory requirements.
  • Identify deficiencies, control gaps, or operational errors within AML and Compliance processes, and escalate findings with clear remediation recommendations.
  • Verify that Compliance and AML processes align with internal policies, regulatory requirements issued by the Monetary Authority of Singapore (MAS), and industry best practices.
  • Develop and maintain Quality Assurance scorecards and dashboards to monitor trends in deficiency rates and operational performance.
  • Prepare and present quality assurance findings and risk insights to senior management and relevant governance committees.
  • Collaborate with stakeholders across Compliance and business units to drive continuous improvement in control effectiveness and operational standards.
  • Support the enhancement of quality assurance frameworks, methodologies, and procedures to strengthen the overall compliance control environment.
  • Participate in internal reviews, audits, and regulatory engagements related to AML and Compliance quality assurance matters.

Requirements:

  • Bachelor's degree in Law, Accountancy, Economics, Business, or a related discipline from a recognized institution.
  • Minimum 8-10 years of relevant experience in Compliance, AML, Financial Crime, or Quality Assurance within the Singapore banking industry.
  • Strong familiarity with AML/CFT regulatory requirements issued by the Monetary Authority of Singapore (MAS).
  • Experience in conducting quality assurance reviews, control testing, or compliance monitoring across AML processes such as transaction monitoring, KYC/CDD, screening, and STR reporting.
  • Professional certifications such as ACAMS, CACS, FRM, or CFA will be an advantage.
  • Strong analytical, communication, and stakeholder management skills, with the ability to present findings and recommendations to senior management.
