Job Description

Key Responsibilities

1. Accountable for both direct and indirect procurement projects or programs on a cross-functional, national, or regional level may lead a workgroup or project team, or provide expert advice and guidance to ensure quality, delivery, and cost objectives are achieved.

2. Establishes strategic plans to meet assigned goals within professional standards, established policies, and defined timelines accountable for the quality of work delivered.

3. Drives strategic procurement process improvement across all functions, leads resolution of complex issues through fact-based analysis, and formulates both short- and long-term solutions. Updates and establishes policies to standardize processes and resolves conflicts effectively.

4. Builds category management roadmap and maintains strong cross-functional relationships, requiring negotiation, persuasion, and diplomacy to gain support from key suppliers and internal customers to ensure corporate success.

5. Conducts strategic analysis of pricing, markets, suppliers, customers, competitors, contracts, and long-term agreements manages complex and diverse commodities in a fast-changing environment.

6. Lead commercial negotiations with suppliers, focusing on key contractual terms such as pricing, payment conditions, warranty agreements, and delivery schedules. Ensure compliance with TQRDCE standards (Technology, Quality, Response, Delivery, Cost, Environment) and execute standardized procurement contracts.

7. Process purchases requisitions (PR) and issue purchase orders (PO). Monitor the full order execution lifecycle and coordinate resolutions for delivery delays, product damages, and related issues to ensure timely and qualified material supply.

8. Ensures timely execution of commodity strategies, supplier analysis, development and selection, quotation/contracting, and supplier relationship management in line with established processes and policies.

9. Serves as the primary interface with suppliers for relationship management, contract negotiations, establishment of business frameworks, performance reviews, business development, and supplier award programs.

10. Acts as the liaison to manage critical shortages, develop strategies, and manage system change with broad impact on purchasing operations.

11. Manage and implement ERP system with other cross function within the organization.

Specialized Skills

. Comprehensive knowledge of end-to-end procurement management, including supplier development, commercial negotiation, and cost analysis. Proficient in the application of TQRDCE (Technology, Quality, Response, Delivery, Cost, Environment) evaluation methodologies and supply chain risk management frameworks.

. Strong understanding of key semiconductor materials (CNC Machining, Lab Equipment, and Gas Box) and the ability to interpret technical drawings, participate in technical selection, and confirm material specifications.

. Proficient in procurement management systems and Microsoft Office tools (Excel, PowerPoint, etc.). Demonstrated capability in data analysis and performance monitoring for key procurement indicators such as delivery timeliness and cost reduction rates.

Education / Experience / Languages:

. Bachelor's degree or above in Supply Chain Management, Materials Engineering, Mechanical Engineering, or a procurement strategic related discipline.

. Minimum of 10 years experience in procurement and supply management within the semiconductor industry.

. Candidates with experience in VIM-VAR Stainless Steel, UHP components, semiconductor equipment, or valve-related material procurement are preferred. Familiarity with semiconductor manufacturing processes and valve technologies is advantageous.

. Exceptional negotiation, communication, and coordination skills, with the ability to build and sustain effective relationships across internal departments and with external suppliers.

. Strong cost consciousness, analytical thinking, and risk awareness. Proven ability to identify problems, develop solutions, and respond swiftly to procurement contingencies.

. Willing to travel for supplier site audits, project coordination, and on-site support when required.
