What The Role Is
You will play an integral part in influencing the HDB heartland shops landscape – helping our shops play an important social role by providing convenient and affordable goods and services to nearby residents, and fostering a sense of community and belonging. The role spans policy development across commercial tenancy management, community facilities governance, and regulatory frameworks, with a strong focus on balancing affordability objectives with sustainable business models.
What You Will Be Working On
You will:
- Lead policy reviews and implementation plans for heartland shops affordability/accessibility initiatives including Budget Meals, Price-Quality Management tendering frameworks, staggered rental policies, rental waiver schemes, and targeted assistance for Social Enterprises and innovative entrepreneurs.
- Contribute to ground engagement pilots to enhance vibrancy and local character, analysing stakeholder feedback to develop trade mix plans and policy interventions.
- Review policies on commercial use of common property, Outdoor Display Areas (ODAs), vending machine regulations, and various tenancy management frameworks to ensure regulatory compliance and operational effectiveness.
- Prepare policy recommendations, while managing media communications and stakeholder consultations.
- Build strategic partnerships with government agencies, industry associations, coffeeshop operators, healthcare providers, and community organisations to facilitate policy implementation and gather feedback on regulatory effectiveness.
- Conduct data analysis on rental trends, bidding behaviour, and market dynamics to inform evidence-based policy recommendations and develop compliance tracking systems for various commercial initiatives.
What We Are Looking For
- Possess a good education qualification in Real Estate, Economics, Business, Data Science, or related field, with minimum 4 years of policy development experience in government or related sectors, preferably with commercial property background.
- Strong analytical skills with proficiency in data analysis, research methodologies, and translating findings into actionable policy recommendations, including experience in feasibility studies and policy impact assessments.
- Excellent writing and communication skills with experience in briefings to management, along with ability to manage media responses and public communications.
- Knowledge of commercial tenancy management and regulatory frameworks would be advantageous.
- Demonstrates strategic thinking, negotiation skills, and evidence-based decision making, with ability to work independently while collaborating effectively in cross-functional teams.
- IT savvy with ability to leverage data analytics; experience with government procurement and regulatory processes would be an advantage.
Selected candidates will be offered a 1+1-year contract.
