Purpose and Scope
Accountable for the safe, reliable, compliant, and cost-effective operations of the Changi NEWater and Decentralized Water Plants cluster. Ensures continuous treatment performance and asset availability in line with contract requirements, regulatory permits, and GHSSE standards, while driving operational excellence and continuous improvement.
Key Roles And Responsibilities
- Lead day-to-day operations to consistently meet treated water quality, process performance, and service level requirements, in full compliance with contracts, permits, regulatory standards, GHSSE requirements, and company policies.
- Drive environmental performance through robust operational controls, monitoring, incident prevention, and continuous improvement initiatives that reduce impacts and improve resource efficiency.
- Own and maintain the operational risk profile (including the Risk Register), ensuring timely implementation of mitigations and effective management of pre-arranged and unplanned off-spec wastewater and other abnormal operating conditions.
- Interface with PUB as the key client stakeholder, and partner customers, Process/Technical teams, maintenance, and internal stakeholders to prevent operational upsets, manage interfaces, and resolve issues affecting plant performance and service delivery.
- Provide strong leadership by setting clear direction, priorities, and performance standards; build a high-accountability culture with uncompromising focus on safety, compliance, and continuous improvement.
- Develop team capability through coaching, competency development, and succession planning; strengthen core skills in operations, process engineering, troubleshooting, and operational excellence to sustain optimized performance.
- Ensure effective asset management by delivering the planned maintenance program, closing reliability gaps, and coordinating timely corrective actions to sustain long-term availability and performance.
- Establish and enforce effective work processes and SOPs; conduct regular plant inspections and audits, promptly address non-conformances, and ensure corrective and preventive actions are implemented and sustained.
- Own the operational budget and P&L for the cluster; control costs within approved budgets, improve productivity, and identify and deliver optimization opportunities without compromising safety or compliance.
- Champion automation and digitalisation initiatives (e.g., data quality, dashboards, predictive maintenance) to enhance reliability, energy/chemical efficiency, and data-driven decision-making.
- Support KAM/BD and other functions by providing operational inputs, leading timely resolution of operational challenges, and managing escalations and emergency responses under varying wastewater conditions and tight timelines.
Qualifications & Experience
- Degree in Environmental Engineering, Chemical Engineering, or a related discipline (Master's degree is an advantage).
- Minimum 10 years experience in operations of water/wastewater treatment plants, including at least 5 years in a managerial role leading plant operations and supervising multi-disciplinary teams (including operators/technicians), preferably with team size >10.

- Strong interpersonal, communication, and presentation skills; able to engage customers and internal stakeholders effectively.
- Proactive, resourceful, and hands-on; demonstrates ownership, initiative, and a continuous improvement mindset.
- Strong knowledge of GHSSE, regulatory/permit requirements, and good industry practices for water and wastewater operations.
- Well-versed in SOPs and work processes; able to identify deviations during inspections and drive timely corrective and preventive actions.
- Organised and detail-oriented, with strong follow-through on actions, audits, and operational controls.
- May be required to support operations outside Singapore on an ad-hoc basis, subject to business needs.
