Job Description

We are looking for a Civil Engineer with strong experience in underground utility and road works to manage and supervise night shift site operations. The role involves planning, coordination, supervision, safety control, and liaison with statutory authorities to ensure works are completed safely, efficiently, and in compliance with approved requirements.

Key Responsibilities (Point by Point)

1. Project Planning & Coordination

  • Plan night shift underground utility works in line with approved construction schedules.

  • Coordinate with Project Manager, consultants, subcontractors, and utility agencies.

  • Review drawings, specifications, Method Statements (MOS), Risk Assessments (RA), and Traffic Management Plans (TMP).

  • Plan work sequences to maximise productivity within limited night work windows.

  • Coordinate material delivery, manpower, and machinery for night operations.

2. Site Preparation & Survey

  • Ensure site readiness before commencement of night works.

  • Coordinate survey setting-out, level checks, and alignment verification.

  • Supervise trial holes and manual excavation to confirm existing utility locations.

  • Ensure protection and marking of existing underground services.

  • Verify access points, work zones, and traffic diversion layouts.

3. Execution & Construction Supervision

  • Supervise excavation, trenching, utility diversion/installation, backfilling, and reinstatement.

  • Ensure works follow approved drawings, specifications, and construction methodology.

  • Monitor work progress and resolve site issues promptly.

  • Ensure proper coordination between plant operators, supervisors, and workers.

  • Control workmanship quality under night work constraints.

4. Quality Control & Compliance

  • Conduct inspections on materials, workmanship, and installation works.

  • Ensure compliance with project specifications and authority requirements.

  • Identify non-conformances and ensure timely corrective actions.

  • Ensure proper reinstatement of roads, footpaths, drains, and surrounding areas.

  • Assist in final inspections and defect rectification works.

5. Health, Safety & Environment (HSE)

  • Enforce compliance with WSH Act, approved RA, MOS, and PTW conditions.

  • Conduct toolbox meetings and night-work safety briefings.

  • Ensure proper traffic control measures, barricades, warning signs, and lighting.

  • Monitor environmental controls such as dust, noise, vibration, and waste disposal.

  • Report and investigate incidents, near misses, and unsafe conditions.

6. Utility Coordination & Permits

  • Liaise with statutory authorities and utility agencies (LTA, PUB, SP Group, NEA, Telecom).

  • Ensure all required permits, approvals, and clearances are obtained and valid.

  • Coordinate utility diversion, protection, and shutdown activities.

  • Comply with authority-imposed conditions and inspection requirements.

  • Attend coordination and technical meetings when required.

7. Documentation & Reporting

  • Prepare daily night shift reports and progress updates.

  • Maintain site records, inspection checklists, and permit documentation.

  • Assist in preparation of as-built drawings and handover documents.

  • Update work status and report delays or issues to management.

  • Maintain proper records for audits and authority submissions.

8. Team & Resource Management

  • Supervise site supervisors, foremen, subcontractors, and workers.

  • Allocate manpower and equipment efficiently for night works.

  • Monitor productivity and control site resources.

  • Provide technical guidance and on-site instructions.

  • Ensure discipline, coordination, and teamwork on site.

9. Testing & Commissioning

  • Coordinate testing of installed utilities as per project and authority requirements.

  • Ensure testing results meet specified standards before reinstatement.

  • Support commissioning and final inspection works.

  • Ensure proper closure of permits and handover of completed works.

Job Requirements

  • Diploma or Degree in Civil Engineering or equivalent.

  • Minimum 2-5 years relevant experience in underground utility or road works.

  • Proven experience handling night shift construction works.

  • Familiar with Singapore authority requirements (LTA, PUB, SP Group, NEA).

  • Knowledge of MOS, RA, PTW, TMP, and site safety procedures.

  • Strong understanding of WSH regulations.

  • Able to read and interpret construction drawings and utility plans.

  • Good communication, coordination, and problem-solving skills.

  • Able to work independently under minimal supervision.

  • Willing to work night shifts, weekends, and public holidays when required.
