Job Description

The role involves supporting and overseeing PSA civil infrastructure development and expansion projects, civil infrastructure maintenance and supporting sustainability, resilience and other initiatives.

You will work as part of PSA's Group Civil Engineering team and will interact closely with PSA global terminals and other departments within PSA. You will work closely alongside international counterparts and project stakeholders including management and specialists from other technical disciplines.

As part of your work, you will be expected to work with and supervise engineering consultants and contractors who are engaged on civil works at PSA terminals globally.

You will contribute actively to the ongoing growth and development of PSA's global civil engineering community through PSA's global civil engineering initiatives. You will also contribute to the Group Operations, Technology & Sustainability department's initiatives and activities.

Responsibilities

Your responsibilities will include (but not be limited to):

  • Prepare and confirm project plans, layouts and design criteria in discussion with PSA project stakeholders.
  • Review and advise on engineering designs (from concept to detailed design) that have been prepared by consultants and contractors, provide comments and recommendations, identify possible technical solutions and optimisations.
  • Review construction tender documents and contract documents.
  • Assist with the procurement of engineering consultancy services including preparing Terms of Reference and managing the tender process.
  • Assist with the procurement of civil construction contracts including tender process, evaluation and tender clarifications and negotiations.
  • Oversee the implementation of consultancy and construction contracts to ensure that cost, schedule and quality requirements are achieved by setting standards, goals and priorities.
  • Project Management on the client side; identify project programme, critical path items, key challenges and project risks; monitor contractor/vendor progress against programme and targets; provide regular feedback on progress to Management; raise key project issues, propose and implement appropriate actions.
  • Keep abreast of, and meet, local regulations and requirements on permits, licences and approvals pertaining to projects.
  • Build and maintain long-term relationships with the relevant local government authorities, business and public sector groups to ensure maximum co-operation.
  • Ensure all relevant project documentation including calculations, drawings, test reports are obtained, reviewed checked and filed as appropriate during the project.
  • Contribute to strengthening PSA global civil engineering capabilities by leading and actively contributing to PSA Group Civil Engineering initiatives.
  • Degree in Civil Engineering from an accredited university or college.
  • Minimum 5 years working experience in heavy civil engineering infrastructure projects. Experience in marine/port structures engineering will be advantageous.
  • Willingness and aptitude to travel and work overseas on short duration visits. Experience in working overseas or within an international context will be a significant advantage.
  • Individual contributor as well as a good team player, who is able to work effectively alongside diverse international teams.
  • A proactive individual with the ability to lead project meetings, conduct site visits, and oversee civil engineering projects effectively.
  • Excellent interpersonal and communication skills.
  • Fluent English (spoken and written). Additional languages (particularly Mandarin, Spanish) will be an advantage.
