About the Role
The Chief Technology Officer (CTO) will be the key technology leader responsible for defining and executing the digital strategy for Oriental Remedies Group (ORG). This role is critical for driving digital transformation, enhancing patient experience, improving operational efficiency, and ensuring the organization meets the technological requirements for government grants and programs. The CTO will report directly to the CEO/Managing Director. The CTO will also work closely with the clinical managers and operational heads to ensure technology deployments directly translate into clinical efficacy and patient satisfaction.
Key Responsibilities
A. Strategic Leadership & Innovation
Strategic Roadmapping: Develop and implement a comprehensive 3-5 year digital roadmap aligned with ORG's business goals, focusing on patient acquisition, retention, and service delivery.
Innovation & Adoption: Identify and evaluate emerging healthcare and wellness technologies (e.g., AI-driven diagnostics, smart clinic management systems, telehealth platforms) and recommend strategic adoption.
IP Creation & Governance: Lead the architecture of proprietary algorithms ensuring all logic remains protected in-house Intellectual Property.
Budget Management: Oversee the IT and digital transformation budget, ensuring cost-effective investments in technology and infrastructure. Serve as the technical lead for major supported digital transformation initiatives, ensuring all milestones and innovation metrics are met to secure funding and validation.
B. Product Development & Operations/Process Improvements
Systems Architecture: Design, manage, and maintain the entire technology infrastructure, including Clinic Management Systems (CMS), Electronic Health Records (EHR), inventory systems, and point-of-sale (POS) systems.
Data Strategy: Develop and govern the company's data architecture, ensuring data integrity, security, and accessibility for analytics, compliance, and strategic decision-making.
Security & Compliance: Establish and enforce robust cybersecurity measures and ensure all technology systems comply with relevant regulations, particularly patient data privacy laws (PDPA in Singapore) and healthcare standards.
Vendor Management: Manage relationships with technology vendors, service providers, and consultants, ensuring quality service delivery and cost efficiency.
Workflow Optimization: Utilize technology to streamline clinic operations, from patient appointment booking and queue management to inventory tracking and billing processes.
C. Artificial Intelligence & Data Utilization/Security
The CTO will take ownership of all current and future AI initiatives, particularly those built on or integrated with the AI cloud platform, to extract maximum clinical and business value.
Data Governance & Ethics: Establish clear policies and procedures for the ethical use of patient data within AI models, ensuring patient confidentiality (PDPA compliance) and algorithmic fairness.
D. Team Building & Vendor Management
Build the In-House Core: Recruit and mentor a high-performance internal team, including e.g. System Architects and Product Managers, to own the core code and strategy.
Vendor Governance: Rigorous management of external development partners. You will define technical Statements of Work (SOW), conduct code reviews, and enforce strict knowledge transfer protocols to ensure technical capability is retained internally.
Cross-Functional Collaboration: Bridge the gap between clinical/medical teams and technical teams, ensuring technology directly improves clinical efficacy and patient experience.
Support & Training: Manage the IT support function for staff and provide training on new technologies and digital tools to ensure high adoption rates across the organization.
Required Qualifications & Skills
A. Experience & Education
Education: Bachelor's degree in Computer Science, Engineering, or a related field. A Master's degree or relevant HealthTech experience is preferred.
Experience:
- 5+ Years in Technology Leadership: Proven track record as a CTO, Head of Engineering, or Technical Director, preferably within a HealthTech, High-Growth SME, or Start-up environment.
- Zero to One Build Experience: Demonstrated ability to build products from scratch, rather than just maintaining legacy systems.
- Advanced Tech Stack: Experience with AI/ML integration (specifically Computer Vision or Predictive Analytics is a plus), Cloud Architecture (AWS/Azure/GCP), and Data Warehousing.
- Demonstrable track record of successfully leading end-to-end digital transformation projects in an SME or small team environment.
- Proven experience in the Healthcare, Wellness, or Service industry is highly preferred.
Key Competencies:
- Strategic Vision: Ability to translate complex business goals into technical requirements.
- Commercial Acumen: Understanding of how to productize services into scalable digital subscriptions or B2B offerings.
- Regulatory Knowledge: Familiarity with healthcare data privacy standards (PDPA, HIPAA, etc.).
B. Technical Skills
Deep knowledge of Clinic Management Systems (CMS) and Electronic Health Records (EHR).
Strong understanding of cloud computing environments (e.g., AWS, Azure, Google Cloud).
Proficiency in developing and managing data pipelines for Business Intelligence (BI) and Data Analytics.
Knowledge of cybersecurity best practices and data privacy regulations (e.g., PDPA).
Hands-on experience with AI/ML project lifecycle, including data preparation, model deployment, and MLOps.
C. Leadership & Soft Skills
Strategic Thinker: Ability to translate complex business challenges into clear technology strategies.
Strong Communicator: Excellent written and verbal communication skills, able to articulate technology strategies to both technical staff and non-technical senior management.
Team Leadership: Proven ability to build, mentor, and manage a high-performing technical team and manage outsourced technical resources.
Adaptability: Capacity to thrive in a fast-paced, high-growth SME environment.
D. Success Metrics
The CTO's performance will be measured against the successful delivery of strategic technology initiatives and their impact on the business. Key performance indicators will include:
Digital Transformation Project Completion Rate: Successful initiation and deployment of government-supported digital projects (e.g., IMDA grants).
Return on Investment (ROI) of Technology Investments: Measurable business value derived from major system implementations (e.g., AI cloud platform).
Operational Efficiency Improvement: Reduction in process friction, measured by metrics like reduced patient wait times or streamlined inventory turnover.
System Stability & Security: High system uptime, data integrity, and zero significant security breaches (PDPA compliance).
