Job Description

Meranti Power Pte Ltd, a fully owned subsidiary of Energy Market Authority, is establishing a multi-discipline project team to manage new power generating station on Jurong Island. We are currently working with Consultants to provide Engineering Consultancy Services in all aspects of the development of the new power generation station.

We are inviting applicants for the position of Chief Safety and Security officer who shall report to the Head, Human Resource and shall be responsible for the development of safety and security policies, including the development and management of safety and security programs during the different stages from construction to operationalisation of power plants, employee health and safety, and public safety.

ROLES AND RESPONSIBILITIES

A)Workplace, Safety, Health and Environment (WSHE)

  • Oversee the implementation of physical security and safety measures for the power station during construction stage.
  • Familiar with the compliance of Workplace Safety and Health Regulations and Guidelines during construction and operation stage of the power station.
  • Establish and promote safety policies, procedure and culture to minimize risk and ensure the safety of employees, contractors, key stakeholders and communities.
  • Develop MP's WSHE Management Systems with the management team and key stakeholders in alignment with its WSHE policy in the conduct of its business operations and complying with all regulatory requirements.
  • Facilitate effective enforcement of WSHE parameters across the whole organization by evaluating current processes and systems and staying abreast of legislative requirements and industry best practices.
  • Develop Emergency Preparedness and Response Plan with constant review to address evolving risks.
  • Drive implementation of WSHE performance management plans and systems to measure achievement of WSHE objectives.
  • Instil Safety awareness throughout the organization in all aspects of its business operations and implementing WSHE programmes timely.
  • Provide expert advice, coaching, guiding and mentoring all stakeholders on safety initiatives and necessary changes.
  • Conduct periodic safety audit / inspections.
  • Review in-house safety rules on a continual basis.
  • Conduct periodic training and refreshers to educate and maintain safety awareness.
  • Familiar with Environmental Control Management (ECM) requirements.
  • Work with MP's management teams and staff, Consultants and EPC Contractors to achieve the WSHE. objectives during the implementation phase of MP Power Plant Projects.

B)Security Management

  • Develop security procedures in the overall management of physical security of MP's premises and business operations in line with that set out in MP's security-by-design protocols and management.
  • Be in charge of MP's security personnel employed for such purposes.
  • Review MP security procedures and security management timely for improvement initiatives and to address evolving risks.
  • Evaluate current security processes and systems and stay abreast of legislative security requirements and industry best practices.

C)Emergency Management

  • Responsible for planning and execution of emergency responses to natural disasters and other emergencies including cybersecurity.
  • Operationalise the physical safety and security, security policies and SOPs including conducting of emergency response procedures for a power station.
  • Respond to incidents when they occur and to take the necessary steps in accordance with procedures to restore service and return the power plant or business to normal operations as quickly as possible, including escalating of incidents to Management within stipulated timeline.

D)Cyber Security, Risks and Threats

  • Implement and develop effective systems, policies and SOPs for the managing, monitoring and resolving of cyber security risks and threats.
  • Develop and implement disaster recovery IT security policies, drills and simulation tests on systems and platforms.
  • Ensure MP is ready to mitigate and recover from any possible attacks, incursions and other events that can impact the vital cyber systems of MP.

REQUIREMENTS:

  • Relevant education in Engineering.
  • Registered Workplace, Safety and Health Officer (WSHO) with the Ministry of Manpower and ECO with minimum 10 years of relevant working experience in buildings, power plants or similar industries.
  • Fluent in English and have good communication skills.
  • Have relevant experience in managing the security of power plants or large process plants or similar industries.
  • Is a good team player.
