Job Purpose
The Chief Commercial Officer at GSTM is responsible for leading the institute's commercial strategy to drive sustainable revenue growth through international student recruitment, strategic partnerships, programme commercialisation, and market expansion. The role ensures alignment between sales, marketing, admissions, and partnership development while maintaining compliance with Singapore private education regulations.
Key Responsibilities
1. Commercial Strategy & Revenue Growth
- Develop and implement the institute's commercial strategy to grow enrolment in diploma and university pathway programmes.
- Identify new revenue opportunities including new markets, programmes, and partnership models.
- Lead annual student enrolment targets and revenue forecasts.
2. International Student Recruitment
- Oversee global student recruitment strategies targeting international markets.
- Manage international recruitment agents and regional representatives.
- Monitor conversion rates from leads to enrolment and optimise recruitment channels.
3. Strategic Partnerships
- Develop partnerships with overseas recruitment agencies, pathway providers, and education partners.
- Manage commercial relationships with partner universities from China and the UK.
- Negotiate recruitment agreements and partnership contracts from Asian countries
4. Marketing & Brand Positioning
- Oversee marketing strategy including digital marketing, international campaigns, and brand positioning.
- Ensure programme marketing materials are accurate and compliant with regulatory requirements.
- Work with marketing teams to increase brand visibility in key markets.
5. Programme Commercialisation
- Work with Academic and Product teams to identify market demand for new programmes.
- Assess commercial viability of new diploma or degree pathways.
- Provide market intelligence on pricing, competition, and student demand.
6. Admissions & Conversion Management
- Oversee admissions and sales teams to ensure efficient student conversion.
- Ensure transparency and compliance in student recruitment practices.
- Monitor application pipelines, conversion metrics, and enrolment performance.
7. Market Expansion
- Identify and develop new international markets for student recruitment.
- Lead feasibility studies for new territories and recruitment channels.
- Establish regional partnerships and representation offices where required.
8. Regulatory & Compliance Alignment
- Ensure all recruitment practices comply with the Private Education Act and EduTrust requirements.
- Ensure ethical marketing and agent practices aligned with Singapore regulations.

Skills & Experience
- Senior leadership experience in international education, university recruitment, or transnational education.
- Strong international network of recruitment agents and education partners.
- Experience managing sales, marketing, and recruitment teams.
- Strong understanding of international student markets.
- Knowledge of Singapore PEI, regulatory environment preferred.
