Job Description

THE TOA REINSURANCE COMPANY LIMITED (SINGAPORE BRANCH) is part of the Toa Reinsurance Group, one of the leading companies in the global reinsurance industry. We are seeking an experienced and capable Chief Executive Officer (CEO) to lead and oversee all aspects of our Singapore branch operations, including underwriting, marketing, finance and accounting, risk management, and regulatory compliance.

The CEO will be responsible for setting the strategic direction of the Singapore branch, ensuring sound corporate governance, and driving sustainable business growth while maintaining strong relationships with clients, partners, and regulators.

As the Singapore branch operates as part of the global Toa Reinsurance Group headquartered in Japan, the CEO is expected to work closely with the Japan headquarters and other group companies to align regional strategies and maximize group synergies. The role therefore requires strong knowledge of Japanese financial regulations and the ability to coordinate effectively with stakeholders across the group.

Job Description

1. Develop and implement business strategies and operational policies for the Singapore branch, including underwriting, marketing, risk management, operational management and remuneration policies, in alignment with the strategic direction agreed with Head Office.

2. Oversee and direct the overall performance of the branch to achieve the targets, standards and business objectives approved by Head Office.

3. Monitor operational performance and identify business opportunities and risks, including analysing market data across Southeast Asia and South Asia, tracking competitor activities, and reporting progress and developments to Head Office.

4. Work closely with various departments at Head Office to ensure alignment on strategic initiatives, operational development plans and business priorities.

5. Ensure full compliance with regulatory requirements, legal obligations and Head Office policies, while maintaining effective governance, accountability and independent control functions within the branch.

6. Maintain strong relationships and communication with regulators, authorities, business partners and other relevant stakeholders.

7. Lead and develop the branch workforce, including establishing an effective management structure, fostering a strong corporate culture, and ensuring staff are properly trained and aligned with the branch's objectives and operational requirements.

Job Requirements

1. 15 years of working experience in Reinsurance companies with at least 5 years of managerial role, with extensive and professional knowledge in all the activities in Reinsurance industry.

2. 10 years of working experience in non-life reinsurance, including marketing, underwriting, technical accounting, claims handling, and coordination of retrocession placements with domestic and international markets.

3. Minimum 3 years of experience in the operation of reinsurance pool arrangements across multiple Asian markets, with direct involvement in pool member coordination, risk and premium allocation, pool financial reporting, and liaison with pool participants across different jurisdictions.

4. Proven experience in stakeholder and shareholder communication within financial institutions.

5. At least 3 years of experience at the Management level in the operation, administration, and strategic planning of a subsidiary, with a direct reporting line to management and stakeholders at the HQ.

6. Minimum 10 years of experience in an insurance or reinsurance organization with a matrix or head office-subsidiary reporting structure, with demonstrated ability to align local operations with group-level strategies, governance frameworks, and management directives.

7. Strong strategic leadership capability, with demonstrated experience in business planning, execution of strategies, and organizational management.

8. Excellent communication, negotiation, and stakeholder management skills, with the ability to work effectively across international teams.
