Formulate and implement strategic plans for business growth, project delivery, and cross-border expansion in China and Southeast Asia.
Direct multidisciplinary project teams including engineering, procurement, construction, quality, HSE, and finance functions.
Act as the senior technical authority, resolving complex engineering issues and guiding the adoption of cutting-edge construction technologies.
Oversee contract management, including FIDIC/EPC/PPP arrangements, change orders, claims, and dispute resolution.
Foster government and stakeholder relationships, acting as the key liaison with ministries, local authorities, regulatory bodies, and strategic partners.
Drive value engineering and innovation, promoting cost efficiency, sustainability, and quality improvement across all projects.
Ensure strict adherence to international standards for quality (ISO), environmental (ISO 14001), and occupational safety (ISO 45001).
Lead investment and feasibility studies, risk assessments, and life-cycle cost analysis for infrastructure portfolios.
Establish and maintain KPIs for project performance monitoring, reporting to group-level and board stakeholders.
Develop and implement internal governance frameworks and compliance protocols in line with corporate and regulatory expectations.
Mentor and coach senior project managers and technical directors, creating strong succession pipelines and leadership development.
Oversee the setup of new project departments or branches, including talent recruitment, resource planning, and operational workflows.
Represent the company at international forums, conferences, and government negotiation tables to enhance brand presence and influence.
Lead crisis management and high-risk project turnaround, ensuring minimal disruption and fast recovery in challenging conditions.
Job Requirement :
Bachelor's degree in Civil Engineering, Transportation Civil Engineering, or equivalent from a recognized institution.
At least 15 years of relevant work experience in large-scale infrastructure development.
Minimum 10 years in senior management roles, with direct oversight of regional or national-level projects.
Proven track record in managing complex transportation infrastructure, such as expressways, railway beam yards, or mega-bridge systems.
Familiar with contract models and compliance frameworks, including FIDIC, EPC, PPP, and ISO standards.
Strong leadership in cross-cultural, multi-country project environments.
Excellent communication and negotiation skills with stakeholders and government bodies.
