Job Description

Key Responsibility

Governance & Regulatory Stewardship

  • Serve as the cornerstone of the company's governance framework, ensuring all activities are conducted with the highest standards of integrity and in strict compliance with the Payment Services Act and MAS regulations.
  • Bear ultimate responsibility to the Board and MAS for the effectiveness of the overall compliance, AML/CFT, and risk management frameworks. This includes ensuring adequate resources, proper systems, and a competent team are in place and functioning effectively.
  • Act as the primary point of contact and representative for the company with the MAS, fostering a transparent, proactive, and constructive regulatory relationship.

Strategy & Leadership

  • Develop and champion the company's long-term vision, strategic objectives, and growth agenda, securing Board approval and driving organizational alignment.
  • Provide overall leadership to the executive team, empowering them to execute the business strategy while holding them accountable for operational, financial, and risk outcomes.
  • Cultivate a corporate culture that prioritizes regulatory compliance, ethical conduct, risk awareness, and customer protection.

Oversight & Accountability

  • Exercise ultimate oversight over the company's financial health, strategic investments, and capital allocation to ensure long-term viability and shareholder value.
  • Ensure the establishment of a robust risk governance structure, including defining the company's risk appetite and ensuring management's implementation of comprehensive risk identification, assessment, and mitigation processes.
  • Guarantee the integrity of financial reporting, internal controls, and disclosure practices.

Qualifications & Experience

Essential

  • Minimum 6 years of leadership experience in financial services, with at least 3 years in senior management roles within payments, fintech, or digital banking.
  • Proven track record of managing a regulated financial institution in Singapore, preferably under MAS oversight.
  • Deep understanding of the Payment Services Act, MPI licensing requirements, and MAS expectations for directors and CEOs.
  • Strong background in risk management, compliance, and corporate governance.
  • Exceptional communication, stakeholder management, and strategic decision-making skills.
  • Candidates should be able to satisfy MAS fit and proper expectations for appointment to a regulated entity.
  • Strong proficiency in English is required for business, regulatory, and stakeholder communication. Due to frequent interaction and coordination with Chinese-speaking headquarters and stakeholders, the ability to communicate effectively in Mandarin is advantageous for this role.

Preferred

  • Prior experience as an approved Director or CEO for an MAS-regulated entity.
  • Experience in scaling payment businesses or cross-border payment solutions.
  • Established network within Singapore's financial and regulatory ecosystem.
