Position Summary
The Capital Strategic Project Manager is responsible for the full lifecycle of all CapEx projects-spanning innovation, process improvements and facility upgrades. This role combines strong project management and strategic planning skills with a solid technical foundation (machine tools, automation and facility systems). You will define frontend specifications (ISOaligned), secure regulatory approvals, engage government agencies (e.g. EDB) and educational partners (e.g. ITE, polytechnics, universities), and ensure projects meet business objectives on time and within budget.
Key Responsibilities
CapEx Project Ownership
- Lead planning, feasibility studies, budgeting and execution for all capital projects: innovation pilots, process improvements and facility upgrades.
- Develop ROI analyses and business cases manage approvals, resource allocation and project governance
FrontEnd Engineering & Specification
- Define and document detailed, ISOcompliant technical requirements for equipment upgrades and new installations
- Coordinate with internal engineering teams, external OEMs and contractors to finalize design specs and procurement scopes
Stakeholder & Regulatory Engagement
- Understand Japan HQ capital investment policies and ensure alignment and approval for all strategic proposals and execution plans.
- Act as primary interface with government agencies such as EDB and other government bodies to secure incentives, permits and ensure statutory compliance.
- Forge partnerships with ITE, polytechnics and universities on training programs, R&D collaborations and talent pipelines.
Project Execution & Risk Management
- Oversee crossfunctional teams and contractors through construction, installation, testing and commissioning phases.
- Monitor schedules, budgets and quality proactively identify risks, implement mitigation plans and manage change controls to minimize production impact.
Continuous Improvement & Innovation
- Evaluate and pilot Industry 4.0 solutions (IIoT, MES, data analytics) to enhance productivity, flexibility and digital integration.
- Champion lean and Kaizen methodologies within project execution.
- Improve and evolve the company's smart factory concept through integration of advanced technologies and process reengineering.
Reporting & Communication
- Present regular project updates, risk reports and postimplementation reviews to senior management.
- Maintain clear, timely communication across stakeholders to align expectations and drive project success.
Qualifications & Experience
- Bachelor's or Master's degree in Mechanical/Industrial Engineering, Manufacturing Engineering or related field MBA preferred.
- 8+ years handson experience in application or solution engineering, managing capital projects in manufacturing or precisionengineering environments.
- Proven track record owning CapEx portfolios encompassing innovation, process upgrades and facility systems.
- PMP certification or equivalent projectmanagement credential is an advantage.
- Deep technical knowledge of machine tools, factory automation, IIoT, MES.
- Strong stakeholdermanagement skills, with experience engaging government agencies and academic partners in Singapore.
- Excellent projectmanagement acumen: budgeting, scheduling, risk mitigation and performance tracking.
- Superior communication, negotiation and interpersonal skills, with the ability to influence at all organizational levels.
- Familiarity with Singapore's regulatory landscape on capital investments, health & safety, and environmental standards.
