What The Role Is
You will be part of the Learning & Development Section in the Capability Development & Corporate Resources Department. The Section devises and implements learning strategies, policies and programmes to build essential organisational capabilities and enable an agile and future-ready HDB workforce.
We are seeking a passionate manager to drive corporate learning programmes and efforts to support the growth and development of our employees. You will be part of a dynamic team responsible for designing innovative learning solutions to meet HDB's learning needs, build essential capabilities in our employees and contribute to on-going digitalisation efforts.
Capability Development
What you will be working on
- Develop and implement a wide range of learning & development initiatives, policies and schemes
- Design and deployment of company-wide organisational development programmes including onboarding, leadership development, cross-cutting functional and soft skills training
- Conduct learning needs analysis and review of competency-based learning roadmaps to keep the roadmaps fresh and relevant for the present and future
- Develop, curate and review learning programmes to ensure relevance of the contents and learning effectiveness, drawing input from internal and external stakeholders such as senior/middle management, functional chiefs/experts, consultants and training providers
- Analyse and evaluate the effectiveness of learning initiatives and make recommendations for improvements
- Prepare management reports for effectiveness review of learning initiatives or interventions
- Procure related services and track budgets for learning initiatives
Learning Resources Management
- Manage HDB subscription of LEARN (a whole-of-government digital learning management platform) and curation of in-house digital learning contents for hosting on LEARN
- Design, review and maintain the Learning Info-site and its contents on the Habitat (HDB intranet)
- Operations planning & management of MyLearningSpace - an in-house learning facility at HDB Hub. Collaborate with multiple stakeholders including line managers and contractors (facility, IT, maintenance), to ensure the smooth operation of MyLearningSpace for the effective deployment & delivery of capability development programmes at the premise.
What We Are Looking For
- Proven experience in L&D, training programmes management or similar
- Inquisitive and attuned to developments in adult learning and related technologies
- Good team player, while also possessing ability to work independently in a fast-paced environment
- Strong communication skills with ability to engage different levels of stakeholders
- Excellent in analytical (thinking & data), interpersonal, written communication (papers & reports), facilitation (design & delivery), and project management skills
- Relevant experience in review and digitalisation of L&D process is a plus
- Familiarity with Workday is a plus
