Role Overview

We are seeking an experienced CAAS Program Director / Senior Program Manager to lead and manage the end-to-end card issuing program governance across global payment networks and wallet ecosystems.

This role will be responsible for managing card scheme and wallet-related program operations, including Visa, Mastercard, Apple Pay, Google Pay, BIN sponsorship, issuer onboarding, certification processes, compliance coordination, and launch governance.

The ideal candidate should possess strong expertise in card issuing operations, payment network rules, wallet provisioning requirements, and ecosystem partner management within fintech, digital payments, or Web3 card programs.

Key Responsibilities

Card Scheme & Wallet Program Governance

Lead and manage card issuing program governance across:

Visa

Mastercard

Apple Pay

Google Pay

BIN sponsors

Issuer processors

Banking partners

Wallet ecosystem partners

Ensure all card and wallet programs comply with scheme rules, certification standards, and operational requirements

Own end-to-end launch governance process, including:

Opportunity assessment

NDA / T&C coordination

Scheme onboarding

Partner Hub management

Labs testing & certification

UAT coordination

Production launch approval

Manage wallet provisioning processes and ensure compliance with Apple Pay / Google Pay onboarding and certification requirements

Coordinate with sponsor banks, issuers, processors, and payment networks on:

BIN setup

Wallet enablement

Scheme registration

Product approval

Compliance and operational reviews

Program & Cross-functional Management

Act as the central program owner across Product, Engineering, Compliance, Operations, Risk, Legal, and Business teams

Build and maintain standardized governance processes for:

Card launches

Wallet integrations

Scheme certification

Change management

Production rollout approvals

Identify operational, compliance, and ecosystem risks before launch and drive mitigation plans proactively

Manage external partner escalations and maintain strong relationships with payment ecosystem stakeholders

Ensure proper documentation, process controls, and audit readiness for all issuing and wallet-related programs

Requirements

8+ years of experience in card issuing, payment operations, payment network programs, fintech, or CAAS-related roles

Strong understanding of:

Visa & Mastercard issuing rules

Apple Pay & Google Pay provisioning processes

BIN sponsorship models

Card lifecycle management

Wallet certification and launch governance

Scheme compliance and operational requirements

Hands-on experience managing:

Partner Hub processes

Certification and Labs testing

Wallet onboarding

Issuer processor coordination

Cross-border card programs

Familiarity with card issuing ecosystem, including:

Sponsor banks

Issuer processors

PSPs

Card manufacturers

Tokenization and provisioning flows

Strong stakeholder management and cross-functional coordination capability

Ability to manage multiple external partners and complex launch timelines in fast-paced environments

Experience in fintech, digital payments, embedded finance, CAAS, or Web3 card programs is highly preferred

Preferred Background

Prior experience working directly with Visa, Mastercard, Apple Pay, Google Pay, or major issuer processors

Experience supporting crypto card, stablecoin card, or embedded finance programs

Familiarity with regulatory and operational requirements across multiple jurisdictions

Experience building scalable launch governance and operational control frameworks from 0 to 1
