We are seeking an experienced Business Analyst with strong public sector project experience to support digital transformation initiatives, automation programs, and enterprise systems delivery. The candidate will work closely with government stakeholders, IT teams, vendors, and delivery teams to translate business needs into high-quality functional requirements and implementation outcomes.
Key Responsibilities
Business & Stakeholder Engagement
- Engage with government agencies, statutory boards, and internal stakeholders to gather and clarify business requirements.
- Facilitate workshops, interviews, and process discovery sessions.
- Translate policy, regulatory, and operational needs into clear functional requirements.
- Manage stakeholder expectations and approvals through structured governance
Requirements & Documentation
- Develop BRD, FRD, User Stories, Use Cases, Process Maps (BPMN), and Functional Specifications.
- Maintain traceability matrix and change control documentation.
- Define acceptance criteria and support UAT planning and execution.
- Ensure alignment with Public standards and digital service playbooks.
Digital Transformation & Delivery
- Support automation, system modernization, workflow digitization, and data-driven initiatives.
- Work with Agile /Hybrid delivery teams (Scrum, SAFe, Waterfall where applicable)
- Collaborate with architects, developers, QA, and vendors.
- Support solution validation, pilot rollouts, and operational handover.
Governance, Compliance & Security
- Ensure compliance with government security policies, PDPA, IM8, and data governance requirements.
- Support documentation for audits, risk reviews, and security assessments.
- Ensure proper approvals, change management, and documentation standards.
Requirements
4-6 years of Business Analyst experience, with at least 2+ years in public sector projects.
Strong experience in:
- Requirements gathering and documentation
- Stakeholder management in government environments
- Process mapping and optimization
- UAT support and defect triage
Familiarity with:
- Singapore government digital standards
- PDPA, IM8, security compliance
- Agile and SDLC methodologies
- Ability to work with multiple agencies and vendors.
