Key Responsibilities
- Act as the primary liaison between business stakeholders, policy owners, and technical teams.
- Analyze and interpret complex business requirements within the context of public sector regulations, policies, and service delivery frameworks.
- Apply structured methodologies to gather, validate, and document business and functional requirements.
- Ensure solutions align with:
- Enterprise architecture standards
- Government security policies
- Compliance and audit requirements
- Public sector governance frameworks
- Facilitate workshops with diverse stakeholder groups including:
- Operations teams
- Policy owners
- IT and infrastructure teams
- Vendors and system integrators
- Identify operational gaps and document:
- Business process flows
- Functional specifications
- User stories and use cases
- Test cases and validation criteria
- User manuals and training materials
- Support UAT coordination and traceability of requirements through to implementation.
- Ensure proper documentation and adherence to Change Management and Release Management processes.
- Proactively escalate risks, policy conflicts, or cross-agency dependencies.
- Take ownership of assigned deliverables while operating within public sector governance structures.
- Support service transition and operational readiness activities.
Knowledge, Skills & Attributes
- Strong understanding of public sector service delivery models and governance environments.
- Familiarity with regulatory and compliance requirements in government environments.
- Strong stakeholder engagement skills across multi-tiered government structures.
- Ability to translate policy-driven requirements into structured system specifications.
- Experience working within:
- Change Management frameworks
- ITIL-based service environments
- Risk and compliance frameworks
- Excellent documentation skills with audit traceability awareness.
- Advanced process mapping skills (BPMN / Visio).
- Strong analytical capability to manage complexity and competing priorities.
- High attention to detail and ability to operate within structured governance processes.
- Strong written and verbal communication suitable for senior public sector stakeholders.
Technical Knowledge
- Experience with government-standard systems such as:
- ServiceNow
- SAP
- SharePoint
- Enterprise Document Management Systems
- Case Management Platforms
- Familiarity with public cloud platforms and hybrid architectures.
- Working knowledge of ITIL and service integrator environments.
- Understanding of cybersecurity and data protection requirements in public sector settings.
Academic Qualifications & Certifications
- Bachelor's degree in business, Information Technology, Public Administration, or related discipline.
- Professional in Business Analysis (IIBA) certification preferred.
- ITIL certification required or strongly preferred.
- Project Management certification (PMP / PRINCE2) advantageous.
- Relevant government security clearance (if applicable).
