About the Role
We are looking for a practical and detail-oriented Business Analyst to support the Digital Factory Platform and product delivery teams within the Platform & Software Engineering Division. The role will help teams understand business needs, document current and future state processes, translate requirements into clear delivery artefacts, and support backlog refinement so that product teams can deliver value in a structured and accountable way.
Key Responsibilities
- Document current state and future state business processes, including process flows, value stream maps, pain points, hand-offs, decision points and improvement opportunities.
- Facilitate and support workshops with business users, product owners, technical teams and stakeholders to elicit requirements and capture decisions, issues, actions and agreed outcomes.
- Translate business needs into clear user stories, functional requirements, acceptance criteria and supporting documentation that development teams can act on.
- Support product owners in backlog management, including backlog grooming, prioritisation support, refinement sessions, dependency clarification and readiness of items for delivery.
- Prepare and maintain high-quality documentation, including requirements documents, process flows, workshop outputs, meeting notes, decision logs and traceability records.
- Work closely with product managers, engineers, designers, operations, security and business stakeholders to clarify scope, validate requirements and ensure alignment between business objectives and delivery outcomes.
- Identify process gaps, duplication, manual workarounds and opportunities to improve workflow efficiency, user experience and operational accountability.
- Support testing and validation activities by helping define test scenarios, clarifying expected behaviour and ensuring delivered features meet agreed acceptance criteria.
- Communicate requirements, process changes and delivery implications clearly to both technical and non-technical audiences.
- Contribute to continuous improvement of business analysis practices, templates, standards and knowledge management within the Digital Factory operating model.
Required Skills and Experience
- 5+ years of experience as a Business Analyst, Product Analyst, Process Analyst or similar role supporting digital product, platform, software or process improvement initiatives.
- Strong ability to document current state and future state processes using process flows, value stream mapping, swimlane diagrams or equivalent techniques.
- Hands-on experience supporting backlog management and backlog refinement in agile or product-oriented delivery environments.
- Ability to write clear and actionable user stories, functional requirements, acceptance criteria and supporting delivery notes.
- Strong documentation skills, with experience preparing requirements documents, workshop outputs, process artefacts, decision logs and stakeholder-facing materials.
- Good understanding of business process analysis, requirements elicitation, prioritisation, stakeholder management and change impact assessment.
- Comfortable facilitating discussions with business users and technical teams to clarify needs, resolve ambiguity and align on practical outcomes.
- Ability to work with product owners and delivery teams to break down broad business needs into manageable backlog items and delivery increments.
- Strong analytical and communication skills, with the ability to explain complex requirements, trade-offs and process changes in simple language.
- Comfortable working in a fast-moving, agile environment where requirements evolve through discovery, delivery feedback and stakeholder validation.
Preferred Skills
- Experience supporting digital transformation, platform delivery, enterprise systems, workflow automation or public sector technology initiatives.
- Familiarity with agile delivery tools such as Jira, Azure DevOps, Confluence, SharePoint or equivalent platforms.
- Experience with service design, customer journey mapping, process improvement, Lean, Six Sigma or value stream mapping practices.
- Working knowledge of software delivery lifecycle, APIs, cloud platforms, data products or integration-heavy enterprise environments.
- Experience preparing executive-ready summaries, decision papers, delivery updates or stakeholder communication materials.
- Familiarity with governance, risk, compliance, audit or security considerations in enterprise or government environments.
What Success Looks Like
- Current state and future state processes are clearly documented, validated and understood by business and delivery teams.
- Backlog items are well-formed, prioritised and ready for refinement, estimation and delivery.
- User stories, functional requirements and acceptance criteria are clear, testable and aligned to business outcomes.
- Workshop outputs, decisions and action items are captured accurately and translated into practical next steps.
- Delivery teams spend less time resolving ambiguity and more time building the right solution.
- Business stakeholders have confidence that requirements, process impacts and delivery trade-offs are visible and well-managed.
Ideal Candidate Profile
The ideal candidate is a structured problem-solver who can move comfortably between business stakeholders and technical delivery teams. They should be able to turn discussion into clear documentation, simplify complex processes, ask the right questions, and help product teams maintain a healthy backlog that is focused on value, feasibility and delivery readiness.
