Job Description

Compensation: S$4,500 to S$6,000/month + 13th-month bonus + up to 3 months variable bonus.
Work Arrangement: 5-day work week, Monday to Friday.

BullionStar is Singapore's leading precious metals dealer. We sell, buy back, store, and deliver physical gold, silver, and platinum to customers worldwide, from first-time buyers to institutional investors. We operate a full-service showroom in Singapore, a comprehensive e-commerce platform, and vault storage facilities across multiple jurisdictions.

Why This Role Exists

This role exists because our premises need one person who owns the outcome, not just the tasks. Wear and tear is constant in a space that sees daily footfall, and every system that keeps the shop and offices running - electrical, ACMV, fire safety, security - needs someone watching it before a problem ever becomes visible to a customer. The Building & Facilities Manager sets and holds that standard: deciding what gets fixed, budgeted, or escalated, and making sure nothing slips through simply because no one was watching. Our shop is the first thing a customer sees, and in a business built on trust, that first impression carries enormous weight. A showroom that is spotless, well-kept, and working perfectly signals a company that is careful with detail and worthy of that trust - and that standard doesn't happen by accident, it happens because someone is accountable for it.

This is a hands-on role as much as it is an ownership role. Wherever something can be fixed, assembled, installed, or maintained directly, you're expected to roll up your sleeves and do it yourself, calling in contractors only when a job genuinely requires their expertise. Beyond that, you'll own the facilities budget, select and negotiate with the vendors we rely on, and take the lead on health, safety, and compliance across the building. There's no one else covering this - you're the first point of contact for anything to do with our physical premises, and if something's broken, unsafe, or off-brand, you're the one who catches it.

What You'll Own

Facilities & Maintenance

  • Take full ownership of ensuring our retail and office spaces remain consistently presentable and fully functional.
  • Conduct and oversee daily walkthroughs to identify maintenance, safety, and security issues before they become problems.
  • Perform hands-on repairs, assembly, and minor installation work when it's the fastest and most sensible path.
  • Diagnose, troubleshoot, and where possible resolve issues across M&E (Mechanical & Electrical) systems, including electrical wiring and distribution, ACMV (Air-Conditioning and Mechanical Ventilation), and plumbing, before escalating to specialist contractors.
  • Plan, and manage larger works - renovations, system upgrades, office expansions - from scope to sign-off.
  • Select, negotiate with, and manage external contractors and vendors, and hold them accountable for quality and cost.
  • Own the facilities budget: forecasting, tracking spend, and justifying capital expenditure.
  • Maintain facilities supply inventory and procurement.
  • Administer employee security access card management.
  • Organise servicing for all building systems and equipment - including lifts, ACMV, fire protection systems, and other M&E installations - and all related statutory inspections, keeping on top of renewal timelines.

Health, Safety & Compliance

  • Own workplace health, safety, and fire-safety compliance across our premises end to end, acting as our appointed Fire Safety Manager and primary point of contact with SCDF, BCA, and other relevant statutory authorities.
  • Develop, implement, and continuously improve our fire safety, WSH, and emergency preparedness frameworks - including risk assessments, evacuation plans, and drills - rather than simply following what already exists.
  • Own the renewal and audit-readiness of every statutory certification, licence, and permit tied to our premises, including our Fire Certificate, lift permits, and ACMV servicing records, ensuring nothing lapses.
  • Lead the response and investigation whenever a safety incident occurs, identifying root causes and putting corrective action in place to prevent it happening again.
  • Set the safety bar for anyone working on-site, including enforcing permit-to-work and other controls with contractors and vendors.
  • Track regulatory change in WSH and building-related legislation, and get ahead of it - adjusting our policies and practices before they become compliance gaps, not after.

Administration

  • Own the facilities budget end to end: building the annual plan, forecasting and tracking spend against it, and making the business case for capital expenditure.
  • Set our vendor and contractor strategy - selecting partners, negotiating terms, and structuring contracts and SLAs that get us the best outcome, not just the lowest quote.
  • Build and maintain a preventive maintenance plan and asset register across all building systems and equipment, so servicing and replacement are planned rather than reactive.
  • Lead procurement and tendering for larger works and service contracts, from scoping through to vendor selection and sign-off.
  • Maintain maintenance records, service contracts, warranties, and licenses in good order.
  • Bring facilities performance, risk, and spend to management proactively, with a clear recommendation attached, not just a status update.
  • Lead office moves, fit-outs, and equipment installations as end-to-end projects, from planning through to execution.

Who We're Looking For

  • A recognised qualification in Facilities Management, Building Services, Engineering, or a related field, with at least 5 years experience running facilities operations independently - including full ownership of a budget, contractors, tenders, and service agreements.
  • Deep, hands-on knowledge of and experience with M&E (Mechanical & Electrical) systems, including electrical wiring and distribution, ACMV (Air-Conditioning and Mechanical Ventilation), and plumbing.
  • A Certified Facility Manager (CFM), Certified Green Mark Facilities Manager (CGMFM), or equivalent certification is a strong plus - and you're registered, or ready to get registered, as a Fire Safety Manager (FSM) with the SCDF, since you'll be taking the lead on fire safety here.
  • Solid working knowledge of Workplace Safety and Health (WSH) requirements and how they apply to a commercial premises.
  • Observant, with sound judgement - you notice the details others miss, and you don't need a policy for every scenario to make the right call.
  • Owner mindset, hands-on - you take responsibility without being asked, and you address problems directly rather than only delegating them.
  • Aware and creative - when a process doesn't fit the situation, you find a better one.
  • Enthusiastic, trustworthy, and security conscious - you genuinely care about the quality of your work, and you take the trust placed in you seriously.
