Oversee engineering systems for the ABSL3 and BSL-2 labs, including:
HVAC systems from chiller performance to pressure cascades within the containment facilities.
Effluent Decontamination System (EDS)
Autoclaves, digesters, pass-through systems
Laboratory gas and water systems etc
Ensure engineering compliance with:
Singapore MOH BATA, SS 636, WSH, BCA, SCDF regulations etc
Collaborate with Biosafety Manager to ensure engineering controls meet containment and safety requirements.
Maintenance and System Performance
Manage and supervise planned preventive maintenance, corrective maintenance and performance testing for all M&E systems.
Ensure integrity and continuity of critical systems (e.g, emergency power, chillers, fire suppression, building automation systems etc).
Lead and support annual system validations (e.g., HEPA integrity testing, airflow performance, BMS re-calibration, EDS validation). This include support engineering stress test during annual ABSL3 Facilities certification by MOH and certifier.
Facility Readiness and Troubleshooting
Serve as first responder for engineering issues affecting biocontainment systems or building infrastructure.
Coordinate response to breakdowns or alarms and liaise with vendors, contractors, and internal stakeholders.
Maintain 24/7 operational readiness of containment infrastructure.
Project Management and Commissioning
Support facility expansion, retrofitting or upgrading projects including:
Design input on biocontainment and M&E systems
Equipment installation, testing & commissioning
Engineering review of drawings and compliance documentation
Participate in handover reviews, FAT/SAT, contractor evaluation etc.
Documentation and Compliance
Oversight to ensure accurate records of maintenance logs, system performance, engineering drawings and compliance certificates.
Support documentation for regulatory inspections (e.g. MOH audits) and internal biosafety or facilities audits.
Track utilities usage, asset lifecycle and energy performance indicators.
Qualification & Experinece Requirements:
Education & Experience:
Degree or Diploma in Mechanical, Electrical, Building Services Engineering or equivalent.
Minimum 5 years of relevant experience in M&E operations prior work in hospital, research, pharmaceutical or biocontainment facilities is highly desirable.
Experience managing or operating in BSL-2, BSL-3 or ABSL3 facilities is a strong advantage.
Certifications (Preferred):
Licensed Electrical Worker (LEW) or Fire Safety Manager (FSM)
Engineering for Biosafety or related course /training
Key Skills & Attributes:
Solid understanding of HVAC systems for containment environments.
Familiarity with Building Management Systems (BMS), PLC/SCADA interfaces, and lab-specific M&E controls.
Good analytical, troubleshooting and documentation skills.
Ability to work under pressure and respond to system emergencies quickly and effectively.
Team player with clear communication and cross-disciplinary coordination skills.
