Job Title: Bid / Proposal Manager

About the Role
We are seeking an experienced Bid / Proposal Manager to lead and manage the end-to-end proposal development process for enterprise RFPs, RFIs, and tenders across global markets. This role partners closely with Sales, Solutions Consulting, Product, Legal, and Delivery teams to ensure high-quality, competitive, and compliant submissions that position BIPO as a strategic partner in global HCM & Payroll transformation initiatives.
You will be the central orchestrator for all proposal efforts, ensuring governance, consistency, and compelling storytelling that differentiates our solutions in the market.
Key Responsibilities:
1.Proposal & Bid Management
- Lead end-to-end bid lifecycle — qualification, structuring, content planning, drafting, coordinating approvals, submission
- Manage and respond to RFPs, RFIs, vendor onboarding forms, security questionnaires, and due diligence documentation
- Coordinate cross-functional inputs across Sales, Solutions, Product, Delivery, Tech & Security teams
- Maintain and enhance proposal templates, content library, playbooks, and best-practice proposal materials
- Develop executive summaries, value messaging, and solution positioning tailored to client needs
- Ensure 100% compliance with client requirements, deadlines, and submission standards
2.Quality, Governance & Content Management
- Maintain centralized RFP knowledge base and response repository
- Define proposal governance: version control, review checkpoints, standard formats, and approval workflows
- Continuously update proposal content with the latest product features, certifications, compliance, service offerings, and success stories
3.Sales & Solution Enablement
- Support sales teams with bid strategies, win themes, differentiation points, and competitive positioning
- Partner with Solutions Consulting on solution narrative, value proof points, and technical accuracy
- Track success metrics: win-rate, content usage, improvement plans, and bid performance dashboards
4.Collaboration & Communication
- Facilitate proposal review meetings, status calls, and executive sign-off
- Manage timelines, risks, dependencies, and stakeholder communication
Requirements / What You Bring:
- 3+ years experience in Bid/Proposal Management, Sales Enablement, or Strategic Pre-Sales role (SaaS, HCM, HR Tech, or Enterprise Software preferred)
- Strong understanding of HCM, Global Payroll, HR digital transformation, SaaS delivery models
- Skilled in writing structured proposals, executive summaries, and value propositions
- Familiar with global bidding processes, compliance, and procurement cycles
- Excellent project management, stakeholder coordination, and time-management skills
- Strong editing, writing, and communication skills with attention to detail
- Fluent in English; Mandarin is a plus for APAC markets
- Proficiency with tools such as MS Office / Google Workspace, PPT storytelling, RFP automation tools (e.g., RFPIO/RFP360) preferred
- Experience responding to security & compliance questionnaires (SOC2, ISO27001, GDPR etc.)
- Knowledge of multi-country global payroll/HCM processes and integrations preferred
- Proposal writing certification (APMP) a plus
