Purpose and Scope

The Health, Safety, Security, and Environment (HSSE) Head leads the HSSE agenda across the Gas & Related Services Business. The role establishes governance, standards and strategic priorities; provides independent assurance on material risks and regulatory compliance; and drives consistent HSSE performance across operations, projects and business units. Working closely with Senior Leaders and respective Divisional HSSE teams, the role strengthens organisational capability, promotes continuous improvement and embeds a strong culture of safety, accountability and operational excellence.

Key Roles and Responsibilities

Governance, Standards and Strategy

  • Own and govern the Gas Business HSSE operating model, decision rights, accountabilities, standards, critical controls and minimum requirements, ensuring alignment with company policy, regulatory obligations and leading industry practice.
  • Shape and secure senior leadership endorsement of the multi-year HSSE strategy and annual improvement roadmap, with measurable objectives, leading and lagging indicators, maturity targets and clear executive governance.
  • Provide authoritative HSSE input to business strategy, investment decisions, major projects, acquisitions and operational plans; challenge risk acceptance where required and promote visible leadership, ownership and accountability.

Performance, Assurance and Risk

  • Sponsor the development of digital HSSE dashboards, predictive analytics and executive reporting that provide timely insight into performance and emerging risks; govern common definitions, incident classification and scorecards to support senior management and Board-level decision-making.
  • Establish and oversee an independent, risk-based assurance programme covering audits, inspections, leadership field engagements, regulatory compliance and critical-control verification across the Gas Business portfolio.
  • Hold Business Units accountable for timely and effective closure of incident actions, audit findings and improvement commitments; escalate overdue, recurring or systemic gaps to senior leadership and recommend intervention where risk exposure is unacceptable.
  • Monitor major accident hazards, process safety, barrier health, high-potential events and high-risk work controls to drive systemic risk reduction.

Operations, Projects and Compliance

  • Define HSSE expectations for contractors, vendors, projects, shutdowns, turnarounds and high-risk maintenance, from prequalification and design through mobilisation, execution, commissioning and handover.
  • Provide executive oversight of material legal and regulatory obligations, permits, licenses, environmental compliance, emissions, waste, water discharge, spill prevention and sustainability-linked reporting, ensuring significant exposures are surfaced and addressed.
  • Represent the Gas Business, as required, in senior-level engagements with regulators, emergency agencies, insurers, auditors and industry bodies, and translate emerging requirements into timely business actions and updates to internal standards.

Capability, Incident Learning and Collaboration

  • Lead the Gas Business HSSE functional network and partner with Business Unit HSSE Leads to align priorities, strengthen succession and capability pipelines, share good practices, and build a consistent standard of functional leadership through coaching, mentoring and targeted development.
  • Ensure effective emergency preparedness and support investigations of incidents and near misses, including root-cause analysis and completion of corrective actions.
  • Capture and share learning from incidents, audits, industry events and regulatory updates; prevent recurrence through systemic improvements and verification of learning effectiveness.

Qualifications & Experience

  • Bachelor's degree in Engineering, Environmental Science, Occupational Health and Safety or a related discipline; relevant professional certification or training in HSSE management is advantageous.
  • At least 15 years of progressive HSSE experience in energy, gas, utilities or heavy industry, including substantial leadership responsibility for enterprise governance, process safety, compliance, assurance, performance management and transformation across multiple operations or Business Units.

Skills, Competencies And Preferred Characteristics

  • In-depth knowledge of applicable HSSE legislation, standards and industry practices, with demonstrated experience governing risk and performance across multiple Business Units, sites or jurisdictions.
  • Proven executive presence and ability to influence senior leaders, challenge constructively, lead complex cross-functional change, develop high-performing HSSE teams and embed a strong safety culture across diverse operating environments.
  • Strong analytical, communication and change-leadership skills, with the ability to convert risk and performance data into clear priorities and action.
