Job Description

What The Role Is

By 2030, around 1 in 4 Singaporeans will be aged 65 and above, driving an increased demand for aged care services (e.g. Senior Care Centres, Active Ageing Centres, Home Personal Care, Nursing Homes). However, the care landscape is fragmented today, and care journeys for seniors can be uncoordinated. The Sector Strategy and Development (SSD) team under the Ageing Planning Office is at the forefront of re-imagining the senior's care journey, ensuring that seniors can receive seamless and coordinated care, and that service providers have the necessary capabilities and enablers to deliver quality aged care services.

We will be introducing a new service model called the Integrated Community Care Provider (ICCP), where ICCPs would assess and plan for the senior's care holistically, and be the designated point of contact to pull in and coordinate the aged care services that the senior needs. You will be at the forefront of re-imagining the senior's care journey, as well as developing and implementing new service models. In addition, your work will also involve the building of capabilities – such as data-sharing, systems enablement, productivity and innovation – required to deliver the ICCP service model and other shifts in the aged care landscape, to enable future care models.

You will be working in a fast-paced and dynamic environment that would require the ability to manage multiple priorities and stakeholders at the same time.

What You Will Be Working On

In this role, you will be involved in the policymaking, planning and implementation of the aged care sector landscape review. This will require:

- strategic and blue-sky thinking to reimagine the care models and support for seniors,

  • a good grounding of a senior's journey in receiving care across acute, primary, and long-term care settings,
  • an ability to work through the operational details needed to implement these strategies (e.g. budgeting and finance, IT/data, planning/analysis based on projections, regulatory and service requirements and transitions), and
  • establishing enablers and structures within the long-term care sector and/or with the larger healthcare sector that will facilitate smooth policy implementation to bring about better outcomes for the seniors.

You can expect meaningful work that will improve the lived experience of seniors, while growing professionally through developing your policy, strategy and administrative skills.

What We Are Looking For

  • Good tertiary education in any discipline
  • Strong in strategic planning, blue-sky thinking and deep diving into key implementation processes
  • Good interpersonal and people management skills
  • Independent and self-driven
  • Able to multi-task
  • Team-player
  • Some experience with the community care sector and public service preferred, but not mandatory.

As part of the shortlisting process for this role, candidates may be required to complete a medical declaration and/or undergo further assessment.

    Key Competencies Required:
  • Thinking Clearly & Making Sound Judgements – Strong analytical and critical thinking abilities to support the crafting of sound policy recommendations and recommend appropriate public communications support; ability to appreciate timelines, operating context and ground realities.
  • Learning & Putting Skills into Action - Possesses the drive and curiosity to learn and apply new skills, knowledge and new ways of working.

  • Improving & Innovating – Open to continually improve, innovate and experiment while managing the risks involved.
  • Working Effectively with Stakeholders – Able to mobilise and rally partners and stakeholders towards a collective purpose and outcome.
