Job Description

[What the role is]

As Singapore's lead regulatory and planning agency for after-death facilities, NEA plays a critical role in ensuring that these facilities keep pace with sustainability imperatives and national sustainable energy goals. The Memorial Facilities Planning Division oversees the planning and development of after-death facilities, including driving sustainability and digitalisation initiatives within our facilities.

In this role, you will lead the deployment of solar energy systems across NEA-managed or owned after-death facilities in and drive digitalisation efforts by leveraging Information Technology (IT) and Artificial Intelligence (AI) tools to streamline processes, improve operational efficiency, and support policy implementation. Working at the intersection of sustainability, infrastructure planning, and technology, you will need to navigate the technical demands of solar deployment alongside the analytical thinking required to harness technology and drive meaningful digitalisation outcomes.

This is an individual contributor role that demands close collaboration with a diverse range of internal and external stakeholders, including government agencies, facility operators, and contractors. On the solar deployment front, you will take on responsibilities spanning project and contract management as well as finance and procurement, and will be expected to bring both technical rigour and sound judgement to your work. On the digitalisation front, you will proactively identify how technology can be applied to address operational and regulatory challenges, and work with internal teams to see these solutions through to implementation.

[What you will be working on]

You Will Be Responsible For The Following

  • Oversee project planning and coordination, including seeking funding approvals and ensuring that key project milestones are met in a timely manner.
  • Lead the planning and deployment of solar energy systems at NEA-managed or owned after-death facilities, managing consultants and contractors throughout all project phases.
  • Develop data-driven insights to support evidence-based decision-making on solar deployment strategies and priorities.
  • Formulate operational strategies to ensure that deployment is economically viable, operationally efficient, and minimally disruptive to facility operations.
  • Manage the full procurement cycle, including the preparation and calling of tenders, evaluation of bids, and oversight of contract and budget management to ensure projects are delivered on time and within budget.
  • Adapt to evolving priorities and contribute to cross-divisional efforts as required.

[What we are looking for]

Requirements

  • Experience in infrastructure planning, project management, sustainability, technology or related roles. Candidate with at least 5 years of experience in government procurement practices and processes, solar energy deployment, green infrastructure, or sustainability-related project management will have an advantage
  • Strong analytical and problem-solving skills, with the ability to conceptualise solutions and develop practical approaches to complex challenges.
  • Sound judgement and the ability to coordinate across multiple agencies and manage contractors with minimal supervision.
  • Good written and verbal communication skills, with the ability to present ideas clearly and persuasively to diverse audiences.
  • Good interpersonal skills and a collaborative spirit, with experience working across internal teams and external stakeholders.
  • Thrives in a fast-paced environment and can manage multiple priorities and stakeholders concurrently.
  • Self-driven disposition and a growth mindset, with the initiative to take ownership of your work and deliver results.
  • Professionalism and good judgement in handling sensitive matters with care and tact.
  • Interest in or experience with technology and digitalisation, including the use of IT and AI tools to solve operational challenges
