Job Description

Summary:
The Associate / Senior Associate (Electrical) is a senior technical professional within the Power Division, responsible for delivering complex power and energy projects across Asia including across thermal power, renewable energy, Data Centres and waste-to-energy (WTE) projects. The role provides technical leadership, project delivery ownership, and client interface, while contributing to business development and strengthening discipline capability. Operating with a high level of independence, the role supports the delivery of gas turbine power plants, renewable energy, and energy transition-related assignments, ensuring quality, safety, and client satisfaction.

1. Technical Leadership & Project Delivery

  • Lead the design, sizing, and technical review of electrical systems for power and energy projects, including LV, MV, and HV systems
  • Provide technical inputs across project stages, including feasibility studies, concept design, detailed engineering, and commissioning
  • Prepare and review technical specifications, reports, and design documentation in line with project requirements
  • Resolve technical issues and provide practical engineering solutions within project constraints
  • Ensure designs meet applicable codes, standards, and client requirements

2. Technical Capability and Knowledge

  • Provide independent technical review and assurance across consultancy assignments, including design, execution strategy, and operational considerations.
  • Deliver and support a range of consultancy services, including feasibility studies and concept development, technical due diligence and lender's advisory (Lender's Engineer), Owner's Engineer assignments, Independent technical audits and condition assessments, Single Point of Failure (SPOF) studies and system reliability assessments, Vendor evaluation and technical bid assessment, Site inspections and witnessing of factory/site acceptance tests
  • Review electrical design deliverables, including electrical single line diagrams (SLDs), Power system studies, Protection and control philosophies, Control Architecture and SCADA system, Earthing and lightning protection systems, Cable sizing, routing, and segregation, Lighting system, layouts for plant and BESS facilities
  • Review electrical aspects of On & Off grid BESS integration, including PCS, battery containers, auxiliary power supplies, EMS interfaces and control philosophy, Protection coordination between BESS and CCGT systems, Grid code and frequency response compliance
  • Prepare technical specifications
  • Review and comment on technical specifications, data sheets, and vendor documents for all key electrical equipment i.e. GIS system, Generators, step-up and auxiliary transformers, HV/MV/LV switchgear, protection relays, HV/MV/LV Electrical cables, UPS, DC systems, BESS electrical equipment and interfaces etc.
  • Evaluate technical deviations, alternative proposals, and concession requests.
  • Grid & Regulatory Compliance. Ensure compliance with EMA Electrical& Generation Licence requirements, Singapore Transmission Code, SP Power Grid Standard Practices and connection requirements, Singapore Standards (SS), Fire codes and statutory approvals
  • Review grid connection studies and support electrical submissions to authorities.
  • Support grid synchronisation, testing, and energisation readiness.
  • Perform and review covering plant performance modelling and benchmarking, Availability, reliability, and maintainability (RAM) studies, Single Point of Failure (SPOF) assessments and risk evaluations.
  • Identify electrical design and interface risks across CCGT systems, WTE and Balance of Plant, Mechanical-Civil-Fire protection-control interfaces, Renewable integration (PV/Wind/BESS interfacing with grid-connected systems)
  • Prepare technical notes and design review comments, reports, calculations, and supporting documentation, meeting minutes and coordination records
  • Support coordination between electrical and other disciplines.
  • Any other duties deemed necessary to support the successful delivery of the Owner's Engineer services.

3. Project Management & Execution

  • Lead and manage project delivery for assigned projects, ensuring alignment to scope, schedule, and quality requirements
  • Prepare and implement Project Management Plans and Project Quality Plans
  • Coordinate multidisciplinary teams and manage interfaces with internal and external stakeholders
  • Monitor project progress, identify risks, and implement mitigation measures
  • Take accountability for overall project team performance on assigned projects

4. Client Management & Advisory

  • Interface with clients and stakeholders, providing technical advice on power plant development and energy systems
  • Support clients across the full project lifecycle, including:
  • Feasibility studies and project appraisal
  • Procurement and tender evaluation
  • Contractor and vendor engineering
  • Construction, commissioning, and performance testing
  • Maintain strong client relationships and support repeat business opportunities

5. Business Development & Proposals

  • Contribute to proposal preparation, including technical inputs, methodologies, and resource planning
  • Support business development activities aligned with market trends in power, energy, and energy transition
  • Leverage WSP regional and global expertise to strengthen proposal quality and delivery capability
  • Identify and follow up on new business opportunities with existing and potential clients

6. People Leadership & Capability Development

  • Lead and manage teams of engineers and consultants for project delivery
  • Provide guidance, coaching, and on-the-job training to junior team members
  • Support development of technical capability within the electrical and power discipline
  • Foster a collaborative and accountable team environment

7. Quality, Safety & Compliance

  • Ensure compliance with company and project requirements on Safety, Health, Environmental and Quality (SHEQ)
  • Implement and uphold quality management processes in project execution
  • Participate in organisational SHEQ initiatives and continuous improvement efforts
  • Support lessons learned reviews and continuous improvement initiatives.
  • Ensure all mechanical QA/QC documentation aligns with EPC Contract requirements for inspection and testing.
  • Any other duties deemed necessary.

Key Competencies:

  • Strong understanding of electrical systems and engineering deliverables for power and energy projects, with ability to interpret drawings, schematics, and technical specifications
  • Applies established quality processes and maintains disciplined reporting and documentation throughout project delivery
  • Proactively identifies technical and delivery risks, applying structured problem-solving and practical mitigation approaches
  • Familiarity with IEC / IEEE standards, Singapore Standards and Transmission Codes and Grid connection requirements
  • Strong understanding of GIS/AIS, HV, MV and LV transformers, equipment design, operation, and maintenance.
  • Manages multiple project priorities effectively, maintaining performance under pressure and ensuring timely delivery of outputs
  • Communicates effectively with Clients, Developers, EPC Contractors, OEMs, and stakeholders on electrical engineering matters contributing to coordinated delivery and reliable project outcomes.
  • Professional Engineer (PE - Electrical) registration is an added advantage.

Requirements:

  • Master/Bachelor of Engineering degree in Electrical and Electronic engineering
  • At least 15 years of Experience as an Electrical engineer in the power or Energy sector, ideally developed within a professional services/consulting environment.
  • At least 5 years experience in management role for multinational companies
  • Leadership skills with strategic mind
  • Demonstrated diplomatic, management, and communication skills to liaise with clients and internal stakeholders
  • Proven ability to write technical reports and programmes and deliver presentations
  • Excellent oral and written communication skills in English and the ability to communicate cross-culturally
  • Progressive experience design and specification of power plant substations, switchgear, transformers, circuit breakers, system protection and controls would be advantageous
  • Experience with project management and project planning software tools
  • Experience of working with public and private sector clients in the Asia region
  • Knowledge of, or the ambition to learn and develop expertise in, renewable technologies, such as Wind, Solar and BESS, would be advantageous
  • Knowledge of, or the ambition to learn and develop expertise in electrical systems used to manage new fuels such as biofuel, hydrogen, ammonia etc., would be advantageous
  • Knowledge and experience of using electrical systems design software such as ETAP (Electrical Transient Analyzer Program), PSS/E, AutoCad Electrical, PLS CADD, Bentley Substation would be beneficial.
